About this file

This is an addendum document for Orange County, Florida's Corrections Jail Management System (Y25-101-KS) procurement. The County seeks a comprehensive commercial off-the-shelf web-based jail management system to replace its legacy inmate management platform. The project requires a solution capable of supporting approximately 900 concurrent users, processing 102 daily inmate bookings, and managing a facility with 5,175 beds and an average daily population of 2,716 inmates. A non-mandatory pre-bid meeting was held on December 3, 2025, at 11:00 am via WebEx. Questions regarding the solicitation must be submitted via the OpenGov e-Procurement Platform question and answer module by December 10, 2025, at 5:00 pm EST. Electronic responses must be submitted through the OpenGov e-Procurement Platform by March 12, 2026, at 4:00 pm EST. The contract term is five years with optional renewal periods. Respondents are prohibited from hand-delivering, mailing, telephoning, faxing, or emailing offers; all submissions must be made electronically through the designated platform or will be rejected.

The procurement requires vendors to demonstrate previous implementation experience in correctional facilities with 1,000 or more beds and comply with extensive security standards including FBI CJJIS Security Policy, Americans with Disabilities Act requirements, and Orange County technology standards. The system must integrate with 20+ external systems including AFIS, medical, pharmacy, court, and probation tracking platforms, and include robust functionality such as integrated medical tracking, classification systems, incident reporting, and inmate movement capabilities. The current system is provided by GlobalTel Link/DSI with Offender Management System version 7.7.5, utilizing Windows Server 2016, Windows 10, and Oracle 11.0 database infrastructure. Insurance requirements include $1 million in Commercial General Liability, $1 million in Professional Errors and Omissions, $5 million in Network Security Liability, and $1 million in Fidelity/Crime Liability. Price adjustments are limited to the Consumer Price Index or 4% annually. The evaluation will occur in three phases: written proposals, software demonstrations and team interviews, and cost/location assessment.
