MANDATORY PRE-REQUISITES CHECKLIST
RFP for ORANGE COUNTY CORRECTIONS JAIL MANAGEMENT SYSTEM
Mandatory Features must be present in each proposal before further consideration will be given.
Below is a checklist to ensure that the Proposer understands and confirms that all Mandatory Features are included in the RFP response. If the stated feature is included in your proposal as requested, check “yes”. If the stated feature is not included in your proposal, check “No”.
Please Note: Your proposal will be removed from consideration if any feature indicates a “No” response.

3. Confirm that you have client sites where the inmate management system (IMS) has been implemented in a 24 X 7 production environment in 1,000 bed (or greater) correctional facility?
Questions 4, 5,6 and 7 below refer to Attachments B, C, D and E which comprise Orange County Board of Commissioners’ technology/cloud/computing Standards. Review and state if you can fully comply with these standards. It is understood that some standards may not be applicable to the project. Therefore, at a minimum, the statement shall confirm that no part of the system will conflict with these standards.

Some systems may need to interface with other County systems. Given the security standard 4.1.5 in ISS - Enterprise Security Standards - External Data Hosting Rev3.pdf (Attachment C), you must identify options for data sharing. The hosted application will not be able to reach into County systems to pull and put data. Orange County can push data to the cloud and pull data from the cloud; however, all communication must http://www.ocfl.net/Accessibility.aspx http://www.ocfl.net/compliancepolicyandprocedure.aspx http://www.fdle.state.fl.us/CJJIS/CJJIS-Council-Standards-Links.aspx originate from within the County’s network. It is understood that some standards may not be applicable to your proposal. Therefore, the statement shall confirm that no part of the system implementation will conflict with these standards.
SFTP file transfer is an allowed option with the understanding that the SFTP site must be hosted by the vendor.

6. Will your system accommodate the Orange County Justice Information Technology (JIT) and Florida Department of Law Enforcement (FDLE) Statute tables? These tables are required in Orange County to share data electronically with justice partners.

7. Do ALL user interface screens include employee update information (employee name, update date/time)? Orange County requires this data to be visible on User Interface (UI) screens and also in an audit table for auditing of records added/modified/deleted.
8. Will the system provide sentence and release details to include disposition of each charge (not case-based)?
9. Does the system allow for scheduled release dates for each charge (not case-based)?
10. Will the system allow a Classification system based on Northpoint questions?
11. Does the system maintain integrated word processing functionality? That is, does the IMS seamlessly link to word processing functionality (spell check, word wrap) enabling users to create textual documents and produce departmental forms with database information?
12. Does your system enable customers to configure the application column labels, reports, drop-down table values, business rules?
13. This solicitation does not include the replacement of the current, comprehensive, medical management system. However, the system must provide the ability to collect medical information for corrections staff use only. Does the system include tables to track the following?
a. Health screening
b. Dietary restrictions
c. Automated Sick call
d. Prescriptions
e. Laboratory results
f. Charges for medical services
g. Scheduling
14. Does the system have an Incident Reporting feature that includes the ability to enter a response to resistance investigation with the ability to record the results of levels of resistance and levels of response determined by the investigation in addition to a written narrative?
15. Does the system have a “Do Not House Alone” (DNHA)/Specialty housing alert functionality? DNHA/Specialty Alerts monitor inmates who are not supposed to be housed alone. See below for further explanation.
• Designated inmates are diagnosed by medical and appropriate alerts are added in Inmate Management System (IMS)
• Dashboard displays status of all monitored inmates
• Dedicated computers are triggered once inmate’s cell is vacated, leaving the inmate alone.
• Notification email sent to chain of command for immediate action.
• Monitoring screen changes color once threshold is reached.
• Needs to display inmate when:
- Cellmate vacated
- Inmate moved into empty cell
- DNHA status added
16. Does the system provide an inner facility movement device of some sort that will allow inmates to be moved and accepted at locations in which a desktop computer is not readily available? This function should allow for mass movement of inmates to the same location and the information needs to be displayed in real time in IMS.
20. Does your system have an information banner that displays inmate information on every page the user selects. Information must include at minimum: photo, name, jail number, housing, alerts, keep separate, elapsed time in jail, etc.
21. Does your system have the capability to interface data to/from other vendor systems (e.g. Automated Fingerprint Identification System (AFIS), Victim Information Notification Everyday (VINE), Video Visitation, etc.)?
