About this file

This file contains vendor questions and FDIC responses regarding RFQ CORHQ-26-Q-0317 for FDIC's Copado IT Software subscription renewal. The Q&A document addresses four key clarifications submitted by potential offerors prior to the August 31, 2026 question deadline.

The responses confirm critical requirements for participation in this solicitation. Offerors may serve as prime contractors while utilizing OEM-authorized distributors for Copado subscription fulfillment, provided Copado issues a manufacturer authorization letter. Distributors used solely for licensing and order fulfillment are not considered subcontractors if their fees are not directly chargeable to the FDIC's order. The base period of performance for renewal licenses begins January 1, 2027. Additionally, the FDIC clarified that Section L, provision 7.3.1-16, item 3 contains a typographical error requiring offerors to demonstrate authorization as resellers or partners of Copado (not HP as originally stated) or qualify as the Original Equipment Manufacturer. Offerors must provide proof of authorized reseller or OEM status in the form of a signed letter from the manufacturer, which the Contracting Officer may verify directly with Copado.

RFQ Vendor Questions

CORHQ-26-Q-0317 - SUB COPADO - VENDOR QUESTIONS
QUESTION No.QUESTIONFDIC RESPONSE
1May the offeror serve as the prime contractor while purchasing and fulfilling the Copado subscriptions through an OEM-authorized distributor, provided Copado issues the required manufacturer authorization letter identifying the prime offeror?Yes; As stated in the solicitation, "the Offeror must provide proof of being an Authorized Reseller/Partner of HP or be the Original Equipment Manufacturer (OEM). Proof of status must be provided with the Offeror's Quote and shall be in the form of a signed letter from the manufacturer. The CO may contact the manufacturer to confirm the Offeror’s reseller status."
2If an authorized distributor is used solely for licensing/order fulfillment, would FDIC treat that distributor as a subcontractor requiring separate pre-award identification or consent under the solicitation's subcontracting provisions?Provided that the distributor's fee from the reseller/offeror is not directly chargeable to the FDIC's order with the reseller, then the distributor would not be a subcontractor.
3Could the FDIC confirm the target start date for the Base Period of Performance for the renewal licenses? As stated in Section B of the solicitation (and in 7.3.1-12 - Period of Performance) , the start date of the licenses is 01/01/2027.
4Section L, provision 7.3.1-16, item 3 states that the offeror must provide proof of being an authorized reseller/partner of HP or be the OEM. Since the Section B products and part numbers are all Copado products, could you please confirm whether “HP” should read “Copado” for this requirement.Yes; This is a typo and it should read "Copado".
