About this file
This file is a Vendor Questions and Answers document for FDIC RFQ CORHQ-26-Q-0285 regarding HPE Synergy Hardware and Hardware Maintenance Support. The Q&A addresses key clarifications regarding proposal requirements and technical specifications for the procurement.
Regarding service provider authorization, the FDIC confirmed that startup services and installation/maintenance may be performed by HPE or an HPE-authorized service provider, with the prime contractor remaining fully responsible for overall contract performance. OEM-issued authorization letters demonstrating authorized reseller or service provider status satisfy manufacturer authorization requirements. For Supply Chain Risk Management (SCRM) documentation, offerors must complete requirements as specified in RFQ provisions 7.1.2-03 and 7.1.2-04; OEM and authorized distributor documentation alone is insufficient. On technical specifications, the FDIC rejected component substitution requests, confirming that HPE Part Number P67080-B21 (Intel Xeon Gold 6526Y processor) remains required and the OEM has confirmed availability; AMD processor alternatives are not acceptable. The proposed HPE Synergy solution comprises three Synergy frames operating within one logical enclosure as a single cluster with pooled compute modules sharing the same management domain. The solution features built-in redundancy across compute, fabric, management, and power domains with dual Frame Link Modules, redundant management appliances, redundant power supplies, cooling fans, interconnect modules, and fabric paths to eliminate single points of failure and maintain workload availability during maintenance or component failures.

| Question No. | Vendor Question | FDIC Response |
| 1 | Please confirm that the startup services included in the pricing schedule may be performed by HPE or an HPE-authorized service provider as part of the OEM solution, provided the prime contractor remains fully responsible for overall contract performance. | Yes is acceptable; All installation and/or maintenance shall be provided by HPE or an HPE-authorized service provider as part of the OEM solution, provided the prime contractor remains fully responsible for overall contract performance. (PROGRAM OFFICE TO CONFIRM) |
| 2 | Will documentation provided by the OEM and/or an authorized HPE distributor be considered sufficient to satisfy the Government's SCRM documentation requirements, provided it contains the requested product and supply chain information? | Offerors shall complete the SCRM information as required and described in RFQ provisions 7.1.2-03 - Pre-Award Supply Chain Risk Management (SCRM) Information - March 2024 and 7.1.2-04 - Reporting Requirements for Supply Chain Events Involving Hardware, Software, |
and Services - December 2023
| 3 | Will an HPE Partner authorization letter or other OEM-issued documentation demonstrating the offeror's authorized reseller status be considered sufficient to satisfy any manufacturer authorization requirement for this procurement? | Yes, an letter from the OEM that explicity affirms the Offerors status as an authroized reseller/service provider will satisfy this requirement. |
| 4 | We have been advised through an authorized HPE distributor that HPE Part Number P67080-B21 (Intel Xeon Gold 6526Y 16-core processor) is currently unavailable due to manufacturer supply constraints. If this component remains unavailable at the time of award, will the Government accept the current HPE-recommended successor or equivalent HPE replacement processor that meets or exceeds the specified core count and performance characteristics, provided it is fully compatible with the proposed HPE Synergy solution? | No; The requirement remains unchanged; OEM has confirmed availability |
| 5 | Would an AMD processor-based solution be acceptable | No; AMD is not available for Synergy Blades |
| 6 | HPE Synergy environment with 3 Synergy frames operating within one logical enclosure, the configuration typically represents one cluster. All compute modules inside those frames can be pooled together as a single composable infrastructure cluster because they share the same management domain (one logical enclosure). | No; HPE Synergy environment with 3 Synergy frames operating within one logical enclosure, the configuration typically represents one cluster. All compute modules inside those frames can be pooled together as a single composable infrastructure cluster because they share the same management domain (one logical enclosure). |
| 7 | Please specify the resiliency characteristics of the proposed solution, for example, N-2? | The HPE Synergy 3 Frame Logical Enclosure is designed with built-in redundancy across compute, fabric, management, and power domains to eliminate single points of failure. Dual Frame Link Modules provide redundant management connectivity, while redundant HPE Synergy Composer/management appliances maintain enclosure control and configuration availability. The enclosure supports redundant power supplies, cooling fans, interconnect modules, and fabric paths, allowing maintenance or component failures to occur without disrupting workloads. |
