Summary of Changes

The purpose of Amendment 0003 to CORHQ-24-R-0364 is to revise clauses and provide responses to questions. Accordingly, solicitation is here by amended: (Red text denotes changes)

7.3.1-06 - Identification and Delivery of Proposals - September 2024 The proposal due date under this RFP for Phase 1 submission of Factor A is January 22, 2025, by 2:00 p.m. and the Phase 2 submission of all other factors after an advisory notification to proceed is February 7, 2025, by 5:00 p.m. Both submission shall be the local time of the FDIC office issuing this solicitation.

Proposals received after that date and time may be returned without any review by the FDIC.

Capacity metric that describes an inventory of implementation procedures that can be selected and reused in the development of test data assets or meeting test scenario requirements.

Application Tests Completed Capacity metric that describes number of tests completed.

Test Data Assets Under Management Capacity metrics that describe datasets, tables, files, objects, etc that are managed by the enterprise test data management team.

Test Data Infrastructure Under Management

Capacity metric that describes number of servers, databases, and other data infrastructure administered or managed by the team.

Backlog Issue Count Capacity metric to describe open tasks for review and acceptance.

Post Test Deployment Issues Efficiency metric that describes issues related to data in the release process for supported applications following successful tests in the development environment.

The FDIC is seeking recommended practices as part of Offeror's solution, as stated in the ETDM SOO Technical Objectives.

FDIC wants to institute the test data management procedures and processes enterprise-wide to be available both on-prem and in the cloud.

FDIC has included a line for Optional Future CLINs that, as stated in the Pricing Workbook, "the FDIC may procure using either an FFP or T&M model. Because the exact scope of these optional future services is not currently defined, Offerors are not required to provide estimates. The proposed pricing for CLINs 1-4, along with the Optional Future CLIN model, will constitute the overall evaluated price

(OEP)."

What quantitative measures will be used to assess improvements in testing speed, defect reduction, and other ETDM objectives?

The evaluation criteria focus on assessing the offeror's proposal during the selection process, including all factors specified in the RFP. These criteria evaluate the vendor's proposal to meet the requirements. For on post-award performance expectations please refer to question #11.

Realism is at performed on as needed basis determined by the FDIC, when performed it will be in accordance with Section M of the solicitation.

No, offeror's should propose in accordance with the instructions in the price workbook

Centrally managed repository for test data securely accessible by cloud and on-prem systems and governed by test data management processes

Could the government clarify the measures or guidelines in place to ensure the protection of sensitive data during interconnections with external systems?

Test data is produced by methods that document and describe protection threshold and risks related to aggregation or disclosure.

Test data generated is deemed non-sensitive per Privacy approval. Test data policies are translated into test data generation methods.

Sensitive data elements are documented and described.

Test data repository is access-controlled.

Could the government confirm whether you have already have a baseline CI/CD pipeline configuration for integration, or if the contractor is expected to develop and propose a pipeline architecture independently?

In some cases, CI/CD pipelines exist. The contractor may be expected to design/implement CI/CD pipeline for data integration.

CI/CD infrastructure and tools are administered as a managed service separately.

Could the government confirm if equivalent qualifications or relevant experience will be accepted in place of certifications such as Agile, Oracle, and Azure for key personnel?

Certifications are highly desired but not required.

Experience will be viewed favorably, provided they demonstrate equivalent expertise.

What specific templates and reporting formats will be required for deliverables like Monthly Project Reports, Current State Analysis, and Future State Analysis?

Templates and formats will be proposed by the contractor and approved by the FDIC.

Section C - Security Objectives

Could the government clarify the frequency of compliance assessments, such as the FDIC Assess & Authorize (A&A) process, and outline the contractor’s specific responsibilities during these assessments?

The assessments would be scheduled based on the subject matter per FDIC.

Triggering events include but are not limited to ad hoc audits, major software releases, infrastructure changes, and continuous monitoring activities. The contractor would be responsible for providing documentation to support compliance activities and implementing changes to test data infrastructure, data assets, or business processes as required.

Are there additional FDIC or federal directives beyond those listed in the solicitation that the contractor must follow for compliance purposes?

The directives provided are standard references, however additional directives may be introduced during the performance period.

Could the government clarify how price adjustments for optional CLINs will be handled if project requirements or complexity change significantly during the contract period?

The RFP currently states that Optional CLINs will be either 1) Firm Fixed Price (FFP) by Project Complexity and 2) Time and Materials (T&M). If the FDIC elects to utilize a new CLIN under FFP, we would already have the pricing per project complexity established in the contract. As the pricing instructions state in the pricing workbook, "FFP Project Pricing" tab, "This tab requests charges for the three Project Complexity levels that can be ordered under this contract. To the extent, that project requirements or complexity changes, then the CO may make changes per the FDIC Changes clause.

Will the government allow re-pricing of optional CLINs based on future workload projections?

As stated in the Pricing Instructions, "Optional Future CLINs: The FDIC may procure future services under this contract using either an FFP or T&M model. Because the exact scope of these optional future services is not currently defined, Offerors are not required to provide estimates.

PPQs will be evaluated as part of Phase 2 - Factor E past Performance and should be received by the Phase 2 due date.

The contracts are not required to be identical.

Is competition limited to the offerors listed in the Column B drop down menu?

No. The FDIC inadvertently provided the ITAS NG BOA Q&A template, which features a dropdown list of those BOA-holders. All companies are invited to bid on this opportunity.

In the provided example, it is referring to deploying the test data infrastructure, including test data assets/tables, test data software and server configuration/management, cloud data infrastructure, and system administration for test data team.

FFP Project Pricing Tab

While the FDIC requires a Test Engineer as part of Key Personnel, the FFP Project Pricing Tab does not contain a Test Engineer in "Anticipated Roles per Project Complexity" tables? Can the FDIC confirm that Test Engineer is not a required LCAT for the FFP teams.

The "FFP Project Pricing" tab of the Pricing Workbook has been revised to replace "Data Orchestration SME" with "Test Engineer" in the Anticipated Roles tables.

Please confirm that offerors must submit up to three but at least two recent and relevant projects.

While submission of three recent and relevant projects is encouraged to provide a comprehensive demonstration of experience, offerors may submit fewer.

There seems to be a slight inconsistency in the instructions in Phase 1 and Phase 2 for the following two sections.

7.3.2-15 - Mission Capability - Proposal Instructions -

The instructions state " Factor A - Demonstrated Experience Description:

Offerors are required to submit the following information for three (3) recent and relevant projects (within the past five years) from the prime offeror that best represent their experience in these areas. "

And in section 7.3.2-16 - Past Performance - Proposal Instructions, it states " This information is required for both the offeror and for major subcontractors and joint venture partners that the offeror considers critical to its overall successful performance of this requirement. " Offeror must notify its proposed subcontractors that by providing past performance information and references to the offeror for inclusion in the proposal, a subcontractor is deemed to have given consent to the possible release by FDIC to offeror of any adverse past performance information the FDIC receives, in order that the offeror can respond to it.

For purposes of consistency, please confirm that in both Phase 1 and Phase 2, three recent and relevant contracts may be submitted by the prime, its subs, or by the joint venture partner.

No, Factor A is limited to experiences from the prime offeror.

Evaluation Criteria 4

Price Schedule. The instructions state " The Offeror is required to complete the Excel workbook provided in the email with Request for Proposal(RFP). If you did not receive the Excel workbook when you received the RFP please contact the Contracting Officer immediately". Please clarify the requirement since the RFP was released on SAM.GOV. and not via email.

Confirmed, the Excel file "Enterprise TDM Pricing Workbook" was posted to SAM.gov on December 19, 2024.

Please confirm that offerors may provide a statement in Volume 5 confirming the Representations, Certifications are up to date on SAM.GOV and that no further documentation is required with the proposal

The FDIC does not currently have an enterprise solution encompassing the full scope of services outlined in the solicitation. However, certain functions have been performed on an ad hoc basis consisting of three roles as needed - the project lead, the architect and the data analyst/engineer. The enterprise test data management team will collaborate with roles outside of the scope of this requirement to include application developers, data engineers, security specialists, and privacy subject matter experts.
