Instructions

1. General Instructions
Do not modify the structure of this Excel file.
Offeror shall only enter data in the green-shaded cells. All other cells and tabs have calculated fields or contain data entered by FDIC.
2. "FFP Project Pricing" Tab
This tab requests charges for the three Project Complexity levels that can be ordered under this Task Order.
The FDIC has pre-populated suggested roles and FTE counts based on historical usage. Offeror may change the roles and corresponding FTE estimates as they see fit.
Rows 4-6: Offeror shall enter biweekly sprint charges per Project Complexity level for the Base Period and Option Periods.
Rows 13-19: Offeror shall also enter anticipated roles per Project Complexity level along with full-time equivalent (FTE) counts. Roles may be part-time.
3. "LCAT Descriptions" Tab
No input is necessary on this tab.
It includes a comprehensive list of labor categories available on the ETDM contract, along with corresponding descriptions.
4. "T&M Rate Card" Tab
Offeror shall enter hourly labor rates for each labor category.
An Offeror failing to propose a price for all labor categories may receive no further consideration and may be eliminated.
5. "ETDM Pricing Model" Tab
No input is necessary on this tab.
CLINs 1-4: Pricing is calculated by taking the biweekly sprint charges entered by Offeror on the "FFP Project Pricing" tab and mulitplying them against the anticipated number of sprints in the Base and Option Periods.
Optional Future CLINs: The FDIC may procure future services under this contract using either an FFP or T&M model. Because the exact scope of these optional future services is not currently defined, Offerors are not required to provide estimates.
In order to determine the potential total cost of awarding this contract, the FDIC will use a model. The project complexity, sprint count, labor categories, and hours are for evaluation purposes only and are the same for all Offerors.
6. "ETDM Pricing Summary" Tab
This tab displays the summary charges for each CLIN and contract period.
The proposed pricing for CLINs 1-4, along with the Optional Future CLIN model, will constitute the overall evaluated price (OEP). This computation will be for evaluation purposes only.

LCAT Descriptions ETDM Labor Categories

Labor CategoryDescription
Project Manager / Scrum Master· Shall have at least seven (7) years of experience managing and orchestrating Agile teams delivering business intelligence and data services

· Shall be proficient in the use of tools and methods to efficiently manage product releases, sprints, and development cycles

· Shall have experience utilizing program and project management tools, including GitHub, ServiceNow, and Microsoft Teams to plan, execute, and measure projects

· Shall have demonstrated experience overseeing an enterprise data management, data analytics, or cloud migration efforts similar in scope and size to this contract

· Certification in Agile methods, Microsoft Azure, Oracle, and GitHub are highly desired Data Architect • Shall have at least seven (7) years of experience managing enterprise data management infrastructure, to include managing on-premises systems and cloud migration efforts, data base administration, including referential/data integrity, point in time recovery, and custom coding

• Shall be proficient in database technologies to include but not limited to Oracle, SQLServer, Postgres, MariaDB, MySQL and Azure Database services

• Shall have demonstrated experience in leading transformation projects related to establishing an enterprise-wide data layer and establishing mature DataOps practices

Data Modeler • Shall have at least five (5) years of experience as a Data Modeler.

• Shall have experience leveraging advanced knowledge of networking concepts, object-oriented technology, data warehousing, and relational database engines.

Data Orchestration SME • Requires at least 15 years of related work experience and specialized expertise in at least one of the following fields: data management, data analysis, product development, rapid prototyping, software develop, cloud engineering, information security, intelligent automation, data analytics, or data science.

• Shall have significant demonstrated experience establishing system information requirements, developing prototypes, writing software, establishing configuration management best practices for a development team, developing advanced analytic techniques, transitioning prototypes to a production environment, and leading user centered innovation or change management initiatives.

Test Engineer • Shall have at least ten (10) years of experience managing enterprise data management infrastructure, to include managing on premises systems and cloud migration efforts

• Shall be familiar with in configuration and administration of enterprise level data stores, ETL/ELT methods, batch and streaming data transport, and API development.

• Shall have at least three (3) years of experience in test data management, including test data generation and production data obfuscation.

• Shall have an understanding of database technologies to include but not limited to Oracle, SQLServer, Postgres, MariaDB, MySQL, and Azure Database services.

• Shall have experience utilizing program and project management tools, such as Microsoft Team Foundation Server, Git, JIRA, or Microsoft Project to plan, execute, and measure projects.

• Shall have demonstrated experience overseeing enterprise level data operations of similar size and scope to this contract.

System Administrator • Shall have at least five (5) years of experience as a System Administrator or in a similar role

• Advanced technical proficiency in using a wide range of software applications and products.

• Advanced knowledge of internets, intranet, and extranet systems design, database design, and network architecture.

• Certification in system and/or data management desired.

Emerging Technology Engineer • Shall have at least five (5) years of experience as a Solution Architect along with 5 years’ experience in other technical roles such as developer or systems analyst.

• Shall have demonstrated experience developing analysis-level UML, activity diagrams, business use cases, business rules, and system level features.

• Shall have demsontrated knowledge in enterprise architecture frameworks (TOGAF is preferred).

• Shall have strong consultative skills at a cross functional level.

Data Warehouse Specialist • Shall have at least five (5) years of experience in designing complex, integrated application solutions and in developing frameworks for the implementation of data warehouses, data marts, or data webs.

Shall have demonstrated experience with data extraction, manipulation, and cleansing tools.

Shall have demsontrated knowledge of database design, with an emphasis on data warehousing, OLAP, star schemas, or reporting cubes.

Cloud Engineer • Shall have at least five (5) years of experience designing, implementing, and managing cloud infrastructure and solutions leveraging Azure services (compute, storage, networking, security, and IAM).

• Shall have demonstrated experience planing, designing, testing, and delivering pipelines and infrastructure using CI/CD model.

• Shall have experience augmenting CI/CD frameowrk with DevSecOps and standardized security tools and controls.

• Shall demonstrate stong knowledge of modern Software Configuration Management and Infrastructure-as-Code concepts in a Git-based environment, including code repositories, pull requests, automation tools, and orchestration tools.
