About this file

This is Amendment 0005 to solicitation CORHQ-24-R-0519 for the FDIC's Portfolio Investment Management System (PIMS), providing a second round of questions and answers. The amendment clarifies that the RFP due date remains unchanged at 1 p.m. Thursday, March 6, 2025.

Key details revealed in the Q&A include: The FDIC currently manages 21 securities valued at approximately $100 billion across three accounts, with an expected 20 system users. They currently use Bloomberg and FedInvest for front office operations, PORTIA for back office, and have no middle office system. The portfolio consists of fixed income assets only, with no third-party interfaces required. SS&C is the incumbent PORTIA vendor. The amendment also clarifies that personnel assigned to moderate/low risk labor categories do not need to be U.S. citizens or permanent residents if they are legally admitted to work in the U.S., and that background investigation questionnaires are not required with proposal submissions.
