About this file

This is Amendment 0004 to solicitation CORHQ-24-R-0519 for the FDIC's Portfolio Investment Management System (PIMS), which updates several key aspects of the solicitation and provides answers to vendor questions. The amendment changes the procurement from a contract to a single-award Basic Ordering Agreement (BOA), with the first task order to be issued immediately after award. The period of performance has been updated to begin May 1, 2025 and expire April 30, 2026, removing previous option periods.

The amendment makes significant changes to the price schedule and evaluation criteria, allowing vendors to propose alternative labor categories and rates. It adds new clauses related to BOA administration and removes clauses related to option periods. Through the Q&A section, FDIC clarifies that the current PIMS system is PORTIA, managing approximately $100 billion in assets across 3-7 portfolios. Key technical details revealed include integration requirements with HubData, FedInvest, and Bloomberg; use of SQL 2019 database; and a requirement for three environments (Dev, Test, Prod). The RFP response deadline has been extended to March 6, 2025. Mobile access will be limited to FDIC-issued iPhones using Safari or MS Edge browsers, and data migration must be fixed-price with full transaction and position history required.

The FRF is a resolution fund responsible for the sale of the remaining assets and the satisfaction of the liabilities associated with the former FSLIC and the former Resolution Trust Corporation.

NLF: The National Liquidation Fund (NLF) is a concentration account that holds the cash from all active failed bank receiverships that are managed by the FDIC. The FDIC's investment strategies for the NLF include Maintaining a minimum balance of $0.25 billion in the FHLBNY overnight account. Investing excess funds in Government MMFs and agency discount notes with maturities of less than 12 months. When a bank fails, the FDIC pays insured depositors first, followed by uninsured depositors, general creditors, and then stockholders. The FDIC pays out deposits as soon as possible, with the average time from closing to payment being one to three months. However, the disbursement of uninsured funds can take several years. While the FDIC doesn't have unlimited funds, experts say that bank patrons shouldn't worry about losing their FDIC-insured money even if the fund is depleted.

70. Are the Payment Vouchers expected in pdf format? What type of payments does FDIC need these for; please provide more detail on funding and investment related activities. Also, what is the current system used for this process?

Answer: Please refer to page 6 of the solicitation for the Statement of Work (SOW).

74. There is a reference to Attachments H-1 APGM Reference 3_209a – please can you elaborate what is required here?

Answer: Please refer to page 48 of the solicitation for clarification. Attachment H-1 APGM Reference 3.209a is in Section H of the solicitation.

75. Section B - Supplies or Services and Prices/Costs – this contains Estimated Hours for the various roles – we are assuming that we provide our estimates here rather than use the populated figures. Please can you confirm?
