Item Reference Comment/Question Response 1 Price Schedule With respect to the mark up from cost referenced for AB1 items, AbilityOne publishes a destination and origin cost. Does FDIC prefer bidders to use either over the other?
FDIC prefers bidders use the mark up over destination cost.
2 Past Performance Can we use the FDIC as a past performance example? Yes.
3 TAA and ETS Please confirm whether core items need to be TAA and ETS compliant.
This contract is subject to TAA and AbilityOne ETS requirements.
Proposed core items that do not meet these requirements should be marked as “N” in the TAA column or Ability One Column of the Price Schedule.
If there is not an AbilityOne ETS product, offerors may leave the field blank under AbilityOne column.
In accordance with 7.5.12-06, Trade Agreements Certificate – May 2018, for proposed products that are not TAA compliant, the Contracting Officer will determine if “there are no offers for such products or that the offers for those products are insufficient to fulfill the requirements of this solicitation”.
4 Price Schedule Please confirm that catalog price is the manufacturer's list price. Confirmed.
5 Pricing Schedule Please confirm that Parts 1-5 are estimated quantities to establish a contract ceiling, and that there is no minimum guarantee.
Confirmed. Parts 1-5 of the Price Schedule will establish the Overall Evaluated Price for the purpose of the Evaluation of Pricing Proposals.
Once awarded, the Core Items Price list will be included in Schedule B to established Fixed Unit Prices for the base on option periods, and identify just the discounted percentage for non-core items and percentage markup over AbilityOne Items.
The Monthly Invoices will subtotal costs for each FDIC office serviced during a month, as well as a grand total for each month. While there is a $50 minimum order amount, there are no minimum guarantees.
6 Pricing Proposal "The FDIC will evaluate the financial capability of the potential awardee on a “pass/fail” basis after assessing its Dun & Bradstreet
The FDIC will review the Dun & Bradstreet report for overall business risk, D&B Rating, and key data report or, if requested, its bank reference and certified financial statements." and Sect. M, 7.3.2-23 Evaluation of Financial Capability, "The FDIC will evaluate the financial capability of the potential awardee(s) on a "pass/fail" basis."
Please advise what is the basis or criteria for the "Pass/Fail" rating.
elements below to evaluate the financial capability of the potential awardee on a pass/fail basis, based on the Contracting Officer’s reasonable judgment:
D&B Viability Rating – A highly reliable and multidimensional credit rating system that holistically evaluates a company’s current and future health and forecasts what the next year may look like – specifically the probability that the firm will go out of business, become inactive, or go bankrupt.
D&B Failure Score – Predicts the likelihood that the company will seek legal relief from creditors in the next year or cease operations and leave creditors on the hook. The score (on a scale of 1 to 100) is based on a company’s business history, payment habits, and industry norms.
D&B Delinquency Score – Another predictive credit score that looks ahead at the next 12 months and (based on invoice payments) rates the business on the likelihood of it making severely delinquent payments, seeking legal relief from creditors, or ceasing operations without paying creditors.
D&B PAYDEX – A payment index is a unique, dollar-weighted assessment of the business’s credit history and payment performance over the past two years. These credit insights are based on trade experiences reported by vendors; it differs from the D&B Delinquency Predictor Score in that it only considers past payment performance.
7 Past Performance Can CPARS be submitted in lieu of PPQs? Yes, please see Provision 7.3.2-16 Past Performance Proposal Instructions paragraph (e), “Offerors may submit performance assessments from the Contract Performance Assessment Reporting System (CPARS) or FDIC’s Contractor Performance Component (CPC) Form 3700-24 Contractor Performance Evaluation (CPE) in lieu of a PPQ.”
8 General Are we able to provide partial quote? No. Proposals that do not meet the terms and conditions of the Solicitation as outlined in Section L will not be considered for award. Please review Section L carefully, to include the following Provisions: 7.3.2-09 General Instructions, 7.3.2-11 Pricing Proposal (Firm-Fixed-Price) and Attachment B-1 Price Schedule, 7.3.2-15 Mission Capability Proposal Instructions, and 7.3.2-16 Past Performance Proposal Instructions. Partial quotes will not be considered.
9 Delivery Locations Can the FDIC clarify delivery locations for this contract? Please refer to SOW Appendix 1: Listing of FDIC Offices for anticipated delivery locations. Additional locations may be added as necessary during contract performance.
