CONTRACTORS REQUIREMENTS

1.1 GENERAL

A. The selected contractor shall provide services as requested to district facilities, inside and outside, based upon unit costs, hourly rates and percentage markup or discounted rates for equipment, parts and materials as entered on the bid proposal form. Under certain circumstances, parts and material may be supplied to the contractor by the district. All vehicle and/or equipment required by the contractor to complete a job shall be the responsibility of the Contractor. The district will not pay for rental or purchase of equipment needed by the contractor, nor will it pay for mobilization fees of any kind. In the event that the district supplies parts and materials for a specific project, the Contractor will be responsible for obtaining the parts and materials form the Maintenance Department at the Walter Pownall Service Center (11111 S. Belcher Rd., Largo, FL 33773-5204) or other designated place.

B. Work shall include but not be limited to the inspection and testing services of Fire Sprinkler Systems, Water Based

· Quarterly inspections and testing of all water-based fire sprinkler systems

· Annual inspections and testing of fire hydrants

· Emergency and after hour responses as needed

C. When performing services as requested in this bid, contractor shall provide:

· All labor

· Supervision

· Necessary tools and Equipment

· Trained and Licensed Personnel

· Materials and Supplies if applicable (unless otherwise directed) D. The successful bidder shall provide sufficient staff, resources and facilities to ensure that the districts business is handled in a timely manner.

E. Inspections and testing shall follow regular calendar sequence from the initiation of the first quarterly inspection/testing date at all listed facilities.

F. All components and systems shall be inspected and tested to verify that they function as intended. Frequency of inspection and tests shall be in accordance with NFPA 25.

G. The Contractor shall submit upon completion of each inspection, a written report consisting of: Facility and building inspected and tested, type of device being tested, number of devises being tested, condition of devises, remarks concerning status of devices, signature of testing technician and the company’s name and date inspection was performed. This report must be furnished within ten (10) working days from the completion of the inspection.

H. The Contractor shall obtain the signature of a site based Administrator (Principle) or the Head Plant Operator validating the completion of the inspection and /or testing of the water-based fire protection systems at their facility. This signature shall be placed on the inspection report, service ticket and /or time sheet. The document(s) shall indicate each person’s name and/or ID number, dates and times services were provided.

I. A certificate of compliance must be completed and provided to the Maintenance Department each time a fire protection system is tested and inspected. Areas not covered or improperly covered by sprinkler systems shall be reported to the Maintenance Department.

J. When repair work outside of the inspection or testing scope is discovered by the technician the following protocol shall occur:

· Situations that affect the continued operation of the system:

Contact the Maintenance Department Project Coordinator immediately to notify them of the deficiencies found while still on site.

· Situations that require repair but which are not a threat to system operation:

Submit a written report identifying each deficiency found and corrective action required to repair deficiency to the Maintenance Department Project Coordinator within a five (5) days of inspection.

All systems will be left in normal operable condition. This shall include resetting. If for any reason this cannot be accomplished, the Maintenance Department shall be notified before the inspector leaves the premises

K.The Contractor shall not use personnel with suspended or revoked licenses, nor individuals without level2 security screening.
L.The Contractor shall take direction only from the Maintenance Department Project Coordinator or his designee
M.Contractor shall provide a contact person to include phone number and cell phone number and/or beepernumber who will receive work related calls from the district Fire Marshal or designee. Utilize thesection on the Bid Proposal Form for this purpose.
N.An annual purchase order for county-wide inspection and testing will used for this contract. Invoices shall be submitted monthly.
O.Normal working hours for this contract are from 7 a.m. to 4 p.m., Monday through Friday, during theregularschool year unless authorized by the Maintenance Department.
P.All inspections and testing activities to be schedule at least forty-eight hours in advance with the site based administrator/principle or head plant operator.
Q.No inspections shall be performed on any approved legal holiday, and/or School Board approved holiday, during FCAT testing, or other School Board approved closures, (i.e. Winter and Spring Break), unless prior arrangements have be made through the maintenance department.
If work is to be accomplished during evenings, weekends, or Holiday periods, district personnel will bemade available at the site to enable Contractor access to the facility. All such work of this nature is to becoordinated and authorized through the maintenance department.
R.All labor and materials furnished shall be subject to inspection by the Maintenance Department. Anydeviations or non-compliance with the terms of this contract shall be rectified promptly uponnotification. Repeated lack of prompt correction shall be cause for termination of this contract.

S. The Contractor shall take every precaution against injury or damage to the facility during inspection and testing procedures. In the event such injury or damage has occurred, the Contractor shall make good at its expense the cost to rebuild or repair damaged items.

T. The Contractor shall conduct its work with as little disruption as possible to the operation of the facility where the work is being performed. When necessary, the Contractor shall maintain barricades, maintain lights and take other such precautions to protect life and property, and shall be liable for all damages incurred by way of its actions or neglect of its employees at its expense.

U. All work including, but not limited to inspections and testing shall be performed per required intervals and in accordance with established codes, regulations, rules, standards and/or statutes. Failure to complete inspections and testing per schedule requirements or extreme incompetence shall be cause for termination of this contract.

V. Contractor shall adhere to all noise abatement performance standards for all construction equipment as established by county or state ordinances for work sites during specified hours.

W. Contractor shall maintain an adequate supply of materials, supplies, personnel, etc. to perform testing and inspection services required to ensure work can be performed in a timely manner. Repeated and documented instances of using substandard materials, supplies, personnel, failure to provide services in a timely manner, shall constitute grounds for termination of this contract.

X. No charges shall be allowed for time lost due to equipment failure.

Y. At a minimum, the Contractor’s employees shall conduct themselves in accordance with the following guidelines:

a.The Contractor and all its employees are required to sign in and out at the main office or other designated places upon arrival and when leaving the job site, if applicable. All subcontractors are also required to follow this procedure with the prime Contractor responsible for assuring compliance. All Employees must carry proper identification such as: company shirt with logo or company ID Badge. All workers must prominently display a district issued Level 2 security screening badge at all times when on the job site (See Level 2 screening requirements on page 12). Any Contractor or Sub-Contractor found on any district property without proper Level 2 clearance shall be removed by law enforcement officials and the district shall not be held liable for such action. This action could also result in the Contractor being declared in breach of contract and constitute cause for termination of this agreement.
b.Workmen using foul or abusive language or presenting an offensive appearance (as determined by the Principal, Head Plant Operator or the Maintenance Department) shall be asked to leave the job site.
c.Radios or other audio devices are not to be used on district property.
d.Smoking is prohibited on district property.

e. The Contractor shall comply with all Civil Rights Legislation.

1.2 LICENSURE

A. For this contract the Contractor shall be licensed for the purpose of fire protection system services and be certified by the State Fire Marshal as a Fire Protection System Contractor II or better in accordance with F.S. 633 and State Fire Marshal Rule 4A-46.

B. Individuals inspecting and /or testing the Districts Water-Based Fire Protection Systems shall possess a valid subsisting Inspectors Certificate issued by the State Fire Marshal’s Office. The Contractors inspectors shall be full-time employees.

1.3 ACCESSIBILITY

Contractor shall be accessible by a local or toll free telephone number during regular business hours. Local or toll free contact number for emergencies shall be available twenty-four (24) hours a day, seven (7) days a week.

1.4 CODES AND REGULATIONS

A. All work including, but not limited to inspections and testing shall be performed in accordance with the following codes, regulations, rules, standards and/or statutes.

1. NFPA 25 – Current, “Standard for the Inspection, Testing, and Maintenance of Water-Based Fire Protection Systems”.

2. National Fire Protection Association (NFPA) 13 – Current, “Standard for the Installation of Fire Sprinkler Systems”.

3. State Fire Marshal Rule (SFM), chapter 4A-46, “Fire Protection Systems Contractors and Systems”, (Current).

4. Florida Statutes (FS) Current, Chapter 633, Fire Prevention Code.

5. Occupational Safety and Health Act (OSHA), CFR 29 1900 – 1910. END – Current.

6. Florida Building Code (FBC) – Current.

7. Underwriter’s laboratories (UL).

8. Factory Mutual (FM).

In case any of these codes, regulations, rules, standards, and/or statutes are revised and reissued, all work performed shall conform to the revised code, regulation, rule, standard, and/or statute without additional cost to Pinellas County Schools.

TECHINICAL SPECIFICATIONS

1.1 INSPECTIONS AND TESTING

A. Quarterly inspections shall include all system components including but not limited to; sprinklers, standpipes, deluge Systems fire pumps, valves, valve components, trim and hose systems tanks, piping, pump suction/discharge/bypass valves, suction & system line pressure gauges, suction reservoir, backflow preventers, pumps (annual), hydrants, fire department connections and underground mains.

B. Inspections shall be performed in accordance with local authorities having jurisdiction and NFPA 25 Standard for Sprinkler System Inspections, Testing and Maintenance. Routine inspections shall include all services necessary per the NFPA guidelines for quality and annual inspections, tests and maintenance.

C. All inspections and testing methods and procedures shall follow the same as those found in NFPA 25, standards for inspection, maintenance and testing of Water-Based Fire Protection systems and any and all requirements by local, state and federal applicable codes.

D. All components or portions of water-based fire protection systems that require valves to be opened or closed shall be returned to service with verification that all valves are restored to their normal operating condition.

E. The inspection and testing activities shall be conducted in a safe manner in accordance with all applicable codes, regulations, rules, standards and statutes including but not limited to OSHA and FBC F. The inspection and testing of water-based fire protection systems may involve or result in a system being out of service. The procedure outlined in NFPA 25, Chapter 14, Impairments, shall be followed when such impairment to a water-based fire protection system occurs.

G. The Contractor shall ensure that the fire protection system is properly tagged after the conclusion of each inspection/test in accordance with SFM Rule 4A-46.
