About this file
This is a Questions and Answers document related to a Sources Sought for OPM-SANG Contract Acquisition Support services. The document addresses five key questions regarding Aviation Quality Assurance staffing and logistics support in Saudi Arabia.
The Q&A clarifies that while OPM-SANG is unlikely to require four separate QA representatives (one per aircraft type UH-60, AH-64E, AH-6i, and MD-530), they seek vendor recommendations on staffing. Personnel will primarily work at Khasm Alan and Derab airbase, with contractors being responsible for their own transportation, housing, and IGAMA sponsorship within KSA. The positions will work closely with OPM-SANG but must be self-sufficient regarding life-support, office space, and business functions. While FTEs are mainly envisioned for section 2.4 and subordinates, vendors may propose KSA FTEs for sections 2.1-2.3, considering cost-performance trade-offs between travel and local support.

1. Regarding Section 2.4.1 Aviation Quality Assurance, will the requirement call for one QA representative per MDS type (e.g., 1xUH-60, 1xAH-64E, 1xAH-6i, and 1xMD-530)?
A. It is unlikely that OPM-SANG will levy a requirement for 4 x personnel to meet this element.
However, we have not determined the full scope of the requirement. We request the vendor’s recommendation, if any, to better understand your interpretation of the sources sought and rationale for or against a manning requirement.
2. Is it correct to assume that these FTEs will primarily be working at Khasm Alan and Derab airbase?
A. Yes. The vendor may also wish to consider efficiencies or costs of traveling or alternating locations at the discretion of OPM-SANG needs which are based on mission requirements, performance of key events, contract areas presenting risk to OPM-SANG, and the complementing skills of the vendor’s workforce to the government’s skillset.
3. Are there any additional FTEs required in KSA as part of this scope of work? If so: OPM-SANG envisions required KSA FTEs to be associated only with Sources Sought section 2.4 and subordinate sections. However, vendors should not discount the value OPM-SANG may realize with KSA FTEs associated with Sources Sought sections 2.1, 2.2, and 2.3. OPM-SANG perceived there may be a value trade between travel and local support (cost vs performance). OPM-SANG is not ready to discount any geographical makeup of FTE but believes cost to be an element of importance to the program.
• Will these positions be co-located with OPM personnel?
A. These positions will work closely with OPM-SANG but should not depend on life-support, office space, or business function support from OPM-SANG. OPM-SANG will ensure supporting personnel have access to the necessary locations to fulfill their observational duties, including MNG facilities and OPM-SANG office space. The vendor should not construe this to mean limitless and/or unsupervised access.
• Will their IGAMA sponsorship be provided by OPM?
A. No, vendors should fully understand how to obtain all necessary documents to legally travel to and work in Saudi Arabia. OPM-SANG will not provide entry support and will not make any performance allowance for a vendor’s failure to perform in KSA. This applies to permanent party and traveling members of a vendor’s team.
4. Would the contractor be responsible for providing transportation for personnel within KSA?
A. Yes.
5. Would the contractor also be responsible for ensuring quality-of-life accommodations (housing) for personnel assigned to KSA?
A. Yes. OPM-SANG encourages vendors to review US Department of State Living Quarter Allowance information when analyzing this Sources Sought and any follow-on activity.
