About this file

This file is a presentation from the Town of Cave Creek, Arizona Procurement Administrator dated October 29, 2026, regarding RFQ No. 2027-06 for Senior Contract Specialist services. The Town is establishing its first centralized Procurement Department and seeks temporary remote support to build and organize a cooperative contract library within the OpenGov Procurement platform. The scope includes researching approximately 75 identified cooperative purchasing agreements, retrieving awarded contracts and amendments, verifying contract details and eligibility, creating accurate contract records in OpenGov, and requesting and tracking Certificates of Insurance. The initial contract term is 60 calendar days from Notice to Proceed, with an optional extension of one additional 30 calendar days subject to approval and funding. The work is 100% remote, part-time as needed with no guaranteed minimum hours, and must coordinate with Town business hours Monday-Thursday, 7 a.m. to 5 p.m. Arizona Time. Key deliverables include an initial review and gap analysis within 10 business days, weekly progress reports, and a final inventory with transition summary by Day 60. Quote submissions are due November 10, 2026, at 3:00 p.m. Arizona Time through the OpenGov Procurement Portal.

Respondents must hold an active, eligible, competitively awarded cooperative contract covering the proposed services and must submit pricing documentation supporting the proposed specialist and hourly rate. The not-to-exceed budget is $16,000, including any authorized extension, unless separately approved. Quotes will be evaluated on mandatory qualifications and cooperative compliance on a pass/fail basis, with qualified quotes then compared on hourly rate and overall value; no interviews are anticipated. Respondents must complete the OpenGov vendor questionnaire, upload the proposed specialist's resume, confirm availability for the 60-day remote assignment, and enter one fixed, all-inclusive hourly billing rate. The Town will verify scope, pricing, eligibility, and applicable cooperative contract requirements. All official communications, clarifications, and changes will be issued in writing through OpenGov, and verbal responses are not binding.
