About this file
This is a contract sample document provided by the City of Gainesville, d/b/a Gainesville Regional Utilities (GRU), located in Florida, establishing the standard terms and conditions for vendor agreements. The contract pertains to the supply and delivery of limerock to support roadway stabilization and utility construction projects across Alachua County and Graceville City, Florida. GRU seeks approximately 9,000 tons of limerock annually, delivered on an as-needed basis to the Eastside Operations Center or other designated locations. The limerock must fully conform to Florida Department of Transportation (FDOT) Section 911 specifications with a maximum moisture content of 15% by weight. Bids were due by 4:00 pm on Monday, November 17, 2025, submitted through GRU's e-Procurement Portal. The contract term runs from December 1, 2025, to November 30, 2028, with options to renew for two additional one-year periods and a potential six-month extension to allow completion of a new solicitation.
Pricing is structured as an all-inclusive per-ton rate covering material, transportation, labor, loading, hauling, and moisture control. Price adjustments may be requested annually, at least sixty calendar days prior to each contract anniversary, with increases capped at 5% or the lower of the Producer's Price Index (PPI) or Consumer Price Index (CPI) for the previous twelve months. Contractors must submit a Drug-Free Workplace Certification, an Anti-Human Trafficking Affidavit, and a Certificate of Insurance. Documentation requirements include detailed information about the limerock source, including mine/producer name, FDOT source pit number, weigh station location, and delivery truck load capacity. GRU reserves the right to sample and test delivered materials, reject non-compliant deliveries, and potentially terminate the contract for repeated failures to meet specifications.
