SCOPE OF SERVICES

Contractor shall maintain and operate the traffic signals and devices in a manner that will ensure safe and efficient movement of highway traffic and that is consistent with maintenance practices prescribed by the International Municipal Signal Association (IMSA) and operational requirements of the Manual on Uniform Traffic Control Devices (MUTCD), as amended.

Contractor’s responsibilities include but are not limited to preventive maintenance (periodic inspection, service, and routine repairs), restoration of services, and emergency maintenance (troubleshooting in the event of equipment malfunction, failure, or damage). Restoration of services may include placement of temporary poles and/ or signals, stop signs, or other methods to maintain traffic. Contractor shall record its maintenance activities in a traffic signal maintenance log as they occur and shall include this as part of the annual report to the County, highlighting the time it took to restore the normal service and number of times such events occurred.

DESCRIPTION OF WORK:

• Provide Preventive Maintenance (periodic inspection and service), a Field Inventory, Routine Repairs, and Emergency Repairs (troubleshooting and repair in the event of equipment malfunction, failure or damage) on the multiphase traffic control signals in Walton County.

• The Preventive Maintenance is intended to prolong the working life of the traffic signals including the solid-state equipment in the cabinets. Routine and Emergency Repairs are intended to help insure the safe and proper flow of traffic in Walton County at all times.

• Visual inspection includes visual verification that a traffic signal is operating properly. Preventive Maintenance includes, but is not limited to, setting and maintaining the timing and phase circuitry in accordance with FDOT’s timing and phasing plans, specifications or special provisions, changing filters, cleaning and checking relays, thoroughly cleaning the interior and exterior of the cabinet, re-caulking the cabinet, inspecting all visible loops in the highway, inspecting and repairing of lights, visually inspecting the mast arms and other light supporting structures, and other activities recommended by the manufacture(s).

• The Contractor shall notify Walton County and FDOT immediately of any traffic signal(s) not operating properly. The Contractor shall immediately take action to remove, turn or cover any device(s) which cannot be repaired sufficiently during the routine maintenance and which prove(s) to be a hazard to traffic safety.

• Preventive Maintenance on traffic signals will be performed per the maintenance checklist and schedule provided by the County or at more frequent interval(s) if recommended by the manufacturer of the equipment, to provide safe and efficient operation of the traffic signals included in this scope of services. Any component or installed equipment may be removed for repair; however, the Contractor shall not make any permanent modifications and/or equipment replacement without the prior written approval of Walton County and FDOT. A traffic signal maintenance log shall contain as a minimum all traffic signal details recommended by the IMSA. A separate Inspection Report of each inspection shall be prepared for each traffic signal and will be submitted to Walton County along with monthly invoicing. The Inspection Report shall indicate all deficiencies found, items repaired, maintenance activities preformed, and recommendations for improvements to the equipment. Walton County and FDOT shall be notified of any scheduled operations that will affect traffic patterns or safety sufficiently in advance of commencing such operations.

• A Field Inventory of all the traffic signal equipment will be conducted, including the model and serial number, to establish the owner of the equipment and prevent existing equipment from being replaced with inferior or used equipment without prior approval from the County. This task is to be completed during the initial visual inspection detailed above. The completed Field Inventory list is to be submitted with the monthly invoicing.

• Routine Repairs will be performed on an as-needed basis in a timely manner as requested by the Traffic Operations Engineer or his designee. The repairs shall be performed by an ISMA Level II or higher technician. A routine repair report including the date and time contacted, date and time of arrival at site, brief description of problem, and work performed shall be submitted to Walton County along with monthly invoicing. Another task included under Routine Repairs is for the Contractor to provide “spotting” of underground traffic signal components, within 48 hours of the request, in response to a Sunshine or other “call before you dig” request.

• Emergency repairs will be performed on an as-needed basis. Emergency repair requests during regular working hours will be coordinated through the Traffic Operations Engineer or his designee, repair requests during non-working hours will be coordinated through the Walton County Sheriff’s Office and the Florida Highway Patrol (FHP). The on-call individual shall have the proper training, equipment, tools (including ladders, traffic barriers, etc.), safety equipment, and parts to repair all common problems associated with traffic signals, including but not limited to replacement lights.

• An emergency repair report including the contact information for the individual who requested the emergency response, date and time contacted, date and time of arrival at site, brief description of problem, and work performed shall be submitted to Walton County along with monthly invoicing.

• Contractor shall control and maintain traffic, including furnishing all necessary labor, materials, tools, supplies, and equipment, in accordance with all applicable FDOT and MUTCD specifications.

REPORTS

The Contractor shall submit an annual Report to the Walton County Traffic

Engineering Department on April 1 of each year detailing the following:

A. Detection device malfunctions. Repairs shall be made within twenty-one (21) days of discovery, and such events shall be logged into the annual report. If repairs cannot be performed within 21 days, the contractor shall document and report immediately to the County the reasons why. Discovery of such events shall be logged into the annual report.

B. Preventative maintenance inspections. All traffic signals shall receive at least one (1), preferable two (2), minor preventative maintenance inspection within a twelve

(12) month period. Preventative maintenance inspection shall include verification that all detection is working, the signal is cycling properly, the ventilation system is functioning and filters are clean. The inspection report should note the location, date of inspection, and any items noted.
