The assessment is intended to identify opportunities to improve operational efficiency and service delivery, reduce costs while maintaining service levels, strengthen internal controls and accountability, align staffing and processes with best practices, and provide actionable, data-driven recommendations for budget development and long-term financial sustainability. The city intends to award the contract to one firm in its entirety, though it reserves the right to award multiple firms per service as deemed in its best interest. The contract term shall be specified in a Letter of Engagement, with the term commencing upon issuance of a Notice-to-Proceed and associated Purchase Order. This is a one-time purchase with no additional renewal options.
Compensation shall be fixed and firm for the contract duration unless modified by mutual written consent through amendment or renewal, with monthly payments made in arrears upon acceptance of delivered services and receipt of undisputed invoices. Standard payment terms are net 30 days from invoice acceptance. The city is exempt from Georgia Sales and Use Tax and Federal Excise Tax, and consultants shall not charge tax as a separate line item. Performance and payment bonds equal to 100 percent of the contract award amount may be required. The city retains the right to terminate the contract for convenience with 30 days' written notice or for cause without additional notice. All terms and conditions in the city's contract shall supersede any consultant's standard terms and conditions. Venue and governing law shall be the State of Georgia, with disputes subject to filing in the Superior Court of Augusta, Georgia.
