Contract Expiration Notice – Equipment Towing, Transport and Recovery Services

This is a Contract Expiration Notice issued by Pinellas County, Florida, notifying stakeholders of the conclusion of an existing towing, transport, and recovery services agreement. The notice pertains to the expiration of the current contract for Equipment Towing, Transport and Recovery Services, which has provided comprehensive support to Pinellas County field operations on an as-needed basis. The services covered under the expiring contract include towing of inoperable or wrecked vehicles and trailers, transport of off-road equipment and stationary equipment including shipping containers, and recovery of stuck or overturned vehicles and fleet equipment, with service delivery capability both within and outside Pinellas County. The county has released a successor Invitation to Quote (ITQ) with proposals due by April 16, 2026 at 3:00 p.m. through the OpenGov procurement portal. Site visits may be scheduled in advance by contacting John Neal at (727) 582-3038. The successor contract will have a 36-month initial term from the date of award, with optional extensions of two additional 12-month periods available if all prices, terms, and conditions remain unchanged and approval is granted by the County Administrator or Division Director of Purchasing.

The pricing structure for the new contract requires flat-fee rates for in-county services categorized by vehicle class (light vehicles up to 10,000 lbs GVWR, medium trucks 10,000-19,500 lbs GVWR, heavy trucks exceeding 19,500 lbs GVWR, and heavy equipment), with separate pricing for freight container transport and out-of-county services on a per-hour or per-mile basis; all expenses including recovery, hook-up, mileage, fuel, tolls, and driver compensation must be included in unit prices, which remain firm for the contract duration with annual price adjustments after the first 12 months not to exceed relevant U.S. Bureau of Labor Statistics indices. Pinellas County Certified Small Business Enterprises (SBEs) receive preference, with SBEs submitting within the first five business days receiving priority consideration and those submitting after receiving a five percent price preference. The contractor must maintain comprehensive insurance including Workers' Compensation with $500,000 employer's liability limits; Commercial General Liability Insurance with a $1,000,000 combined single limit per occurrence and $2,000,000 products/completed operations aggregate; Business Automobile or Trucker's/Garage Liability Insurance with a $1,000,000 combined single limit per accident; and Excess or Umbrella Liability Insurance with $1,000,000 each occurrence and $1,000,000 general aggregate, with Pinellas County named as an additional insured. Use of brokered or subcontracted services is expressly prohibited, and contractors must be registered with the Florida Division of Corporations and comply with all federal, state, and local laws.
