About this file

This document is a procedural memorandum dated January 7, 2022, issued by the Bureau of Correctional Enterprises (BCE) in Wisconsin to the Department of Administration and Correctional Management Service Directors. The memo is from Terry Ferstl, Superintendent of Logistics and Services at BCE Laundry, and addresses contaminated laundry handling procedures for correctional institutions within the Wisconsin state system.

The memorandum establishes strict protocols and associated fees for handling contaminated laundry materials. BCE will impose a $50 handling/processing fee plus a $150 emergency pickup disposal charge for any red bio-hazard bags received, as these should not be sent to laundry operations but rather disposed of through proper bio-hazard procedures. Yellow bag contaminated laundry that is improperly bagged and tagged will incur a $100 handling and processing charge. The document distinguishes between red bags for items saturated with body fluids requiring disposal and yellow bags for items requiring decontamination through laundering. These procedural changes and associated pricing became effective February 1, 2022, with the stated goal of achieving cost savings through proper waste categorization and handling protocols.

BUREAU OF CORRECTIONAL ENTERPRISES

01/07/2022 To: Wendy Monfils, Director DAI Office of Management and Budget Correctional Management Service Directors From: Terry Ferstl, Superintendent – Logistics and Services Bureau of Correctional Enterprises - Laundry Re: Contaminated Yellow Bag and Red Bio-hazard Bag Laundry Procedures Bureau of Correctional Enterprises (BCE) should not receive nor transport red bio-hazard bags as part of our laundry operations. All red bags received will be disposed of through the proper procedures for bio-hazard product disposal. Red bags received by BCE laundry from any institution shall generate an automatic $50 per bag handling/processing fee and a $150 "emergency pickup" disposal charge. Yellow bag contaminated laundry not properly bagged and tagged and discovered by the BCE laundry shall generate an automatic $100 per bag handling and processing charge. Any red bags received at BCE laundry will generate an incident report to the Incident Reporting Group, copying the appropriate Warden.

A. Use of Red Bio-Hazard Bag;

1. Items that are not to be laundered and are designated as contaminated are items saturated with body fluids, i.e. pourable, drip-able, squeezable, or materials used in cleaning up a body fluid, which are to be disposed of. These items are to be placed in a red bio-hazard bag and brought to HSU for storage in the bio-hazard room until picked up by the contracted vendor for disposal. The red bio-hazard bag should be tied and labeled as "Contaminated".

A. Use of Yellow Bio-Hazard Bag;

1. All items that are to be laundered because of body fluid contamination and do not meet the definition of items for red bag disposal should be placed in a yellow bio-hazard bag and sent to the laundry for decontamination. The yellow bio-hazard bag should be tied and labeled as "Contaminated".

2. Contaminated restraints shall be yellow bagged and handled in accordance with local institutional policy.

Please ensure employees are trained in the proper use/disposal of red bio-hazard waste bags within your institution. Bio-hazardous materials have a tremendous cost associated with their disposal therefore proper bag use is a potential cost savings to all of us. Any changes to procedures and prices will be effective 2/1/2022.
