About this file

This document is a user's guide for a mandatory laundry services contract between the Wisconsin Bureau of Correctional Enterprises (BCE) and Wisconsin state institutions. The contract, numbered 505ENT-M10-LAUNDRYSVC-01, originates from MOU 15-95405-970 dated 2001 and has been updated with pricing effective February 1, 2025. BCE serves as both the contractor and service provider, offering laundry services and transportation to state institutions throughout Wisconsin.

The contract covers comprehensive laundry services including washing, extracting, tumbling, sorting, and packaging of institutional linens and clothing, with pricing based on clean dry weight as detailed in a separate price listing. BCE provides pickup and delivery services using their own vehicles or designated carriers, with additional transportation charges based on weight, delivery frequency, and multiple locations. The contract includes specialized handling procedures for contaminated linens using color-coded bags, with specific penalty charges ranging from $50 to $150 for improperly handled biohazard waste. Monthly invoicing is conducted based on clean dry weight, and BCE assumes responsibility for repairing or replacing items damaged during processing. The contract operates under flexible scheduling arrangements tailored to individual customer needs, with pickup and delivery times established by mutual agreement.

SCOPE

Guidance pertaining to the use and requirement of the Mandatory Laundry services and transportation with Bureau of Correctional Enterprises (also referred to as BCE or contractor).

PERIOD

Pricing effective February 1, 2025.

PRICES

Prices provided are based on clean, dry weight, and type of service (see separate attachment in VendorNet labeled ‘Laundry Services Price Listing effective 2/1/2025). Additional prices may be agreed upon for special sorting and trucking. Email BCELaundry@wisconsin.gov with any questions.

INSPECTIONS

Customer and contract manager may inspect BCE's laundry facilities at any time during the life of this memo of understanding with a scheduled visit.

PICKUP

All laundry pickup will be by a BCE vehicle or designated carrier. There may be an additional charge to the customer for transportation based on the number of pounds, number of days of delivery per week, and for multiple location pick up and delivery

CONDITIONS OF PICKUP OF SOILED LAUNDRY

Soiled laundry is to be placed into designated containers that are agreed upon and supplied by BCE or customer prior to pickup. BCE will work with each individual customer to ensure that adequate container inventories are maintained to ensure efficient operation. All soiled laundry must be in designated containers at the time of pickup. Laundry in bags only or not in designated containers will not be picked up.

TIME SCHEDULE

Pickup time and delivery time will be set by agreement as to the number of days per week and as to which days of the week. Saturdays, Sundays, and State of Wisconsin holidays will be scheduled in advance through arrangement with the Institution and BCE, dependent on the size and location of the account. Clean laundry "turn-around time" will be based on the number of days of service. BCE will adhere to the specified delivery schedule unless there is force majeure or circumstances occur that may cause undue hazard to a single party in this agreement.

LAUNDRY PROCESSING

BCE will assume the responsibility of processing: washed, extracted, tumbled, sorted, and packaged in a professional manner in accordance with accepted standards in the institutional laundry industry. Any item found that needs repair will be returned clean, in a plastic bag. BCE will furnish Safety Data Sheets (SDS) on all laundry detergents used when requested. BCE will not perform any dry-cleaning services. BCE will provide wash formula data used on customer account by request.

CONTAMINATED LINENS

The customer will supply water-soluble laundry bags or suitable substitutes thereof to contain contaminated linens. The customer is responsible for bagging, identifying and tagging contaminated linen. The customer is responsible for making available information to BCE on the kinds of contaminated linens. (see BCE Contaminated Laundry Procedure Memo for details) BCE Laundry does not accept (Red Bag) Biohazard Infectious Biomedical Waste.

· Red Bags received by BCE from any institution shall generate an automatic handling and disposal charge of $50 per bag.

· Biohazard Infectious Biomedical Waste discovered by BCE as incorrectly bagged (e.g. Yellow Contaminated Linen Bag) from any institution shall generate an automatic handling and processing charge of $100 per bag.

· Unbagged Biohazard Infectious Biomedical Waste discovered by BCE from any institution shall generate an automatic handling and processing charge of $50 per item.

If the disposal of any red bag(s) or the disposal of any discovered Biohazard Hazardous Infectious Waste requires the scheduling of an “emergency pickup” from BCE’s Infectious Medical Waste Services contractor, then an additional disposal fee of $150 shall be charged for each occurrence.

All items that are to be laundered because of body fluid contamination and do not meet the definition of items for red bag disposal (items saturated with body fluids, i.e. pourable, drip-able, squeezable, or materials used in cleaning up a body fluid) should be placed in a yellow bio-hazard bag and sent to the laundry for decontamination. Yellow bio-hazard bagged laundry must be tied, labeled as “Contaminated”, and the type of contamination must be identified on the yellow bag identification tag. Contaminated restraints shall be yellow bagged and handled in accordance with local institutional policy.

LAUNDRY COUNTS

Count slips or weight in and out slips will be used as the method of accountability between BCE and customer. Laundry articles destroyed by BCE will be replaced at a quality equal to but not less than the original item. Replacement quality will be agreed upon by the Institution Laundry Supervisor (customer) or designee and BCE management. Laundry items damaged by BCE will be repaired or replaced at no charge. Repair or replacement will be agreed upon by the Institution Laundry Supervisor (customer) or designee and BCE management.

CONDITIONS OF DELIVERY

BCE will return clean laundry sorted by commodity and packaged in bundles, baskets, bags or carts per agreement of both parties.

INVOICING

A monthly invoice will be sent to each customer from BCE and priced by clean dry weight only.
