About this file
This is a Consultant/Contractor Reference Check instruction document issued by the City of Phoenix Office of the City Engineer's Design and Construction Procurement section for the Street Transportation Department Project Management Assistance On-Call Services solicitation. The document provides detailed instructions for bidding firms to obtain performance evaluations from previous clients and submit them as part of the RFQ response. Firms must distribute the Consultant/Contractor Performance Evaluation Form to agencies or entities for which they have recently provided similar services, with completed forms to be submitted by the assigned deadline at 12:00 pm Phoenix time on August xx, 2025, to soq.referencechecks@phoenix.gov. The first three references submitted will be accepted and evaluated. A pre-submittal meeting is scheduled for January 20, 2026, at 10:00 am, with Statements of Qualifications due by 12:00 pm on January 30, 2026, via the City's Procurement Portal. Selection notification is anticipated for February 26, 2026, with contract effectiveness on July 1, 2026, for Fiscal Years 2026/27 through 2029/30.
Reference checks are worth up to 21 points total in the evaluation process, with each of the three references worth up to 7 points based on performance ratings in seven categories: business relationship, team consistency, problem-solving, scope completion on time and within budget, work quality, recommendations for efficiencies or innovative ideas, and willingness to contract again. References are rated on a scale of 1 to 4, with unsatisfactory earning 0.25 points, poor earning 0.50 points, good earning 0.75 points, and excellent earning 1.0 point per category. The completed reference check forms become public record and may be released to the contractor or other requesting entities upon demand. Failure to submit reference checks by the specified deadline will have a negative impact on a firm's proposal evaluation.
