About this file
This document is a construction specification for renovating the Dialysis Unit at the Northport VA Medical Center in New York. The project (VA Project #632-17-107) involves a comprehensive renovation of approximately 5,330 square feet on the third floor of Building 200, with work scheduled to begin August 8, 2023.
The renovation encompasses multiple technical disciplines including architecture, fire protection, interior design, structural engineering, mechanical, electrical, and health facility planning. Key scope elements include demolition of existing spaces, abatement of hazardous materials, installation of new medical gas systems, replacement of HVAC equipment, electrical systems upgrades, and potential modifications to the existing reverse osmosis water treatment system. The project will be completed in multiple phases to maintain ongoing hospital operations, with specific requirements for infection control, dust prevention, and maintaining hospital services throughout construction. The specifications include detailed requirements for materials, installation methods, testing, and commissioning across architectural, mechanical, electrical, plumbing, and fire protection systems.

GENERAL REQUIREMENTS
GENERAL
1.1 SAFETY REQUIREMENTS
A. Refer to section 01 35 26, SAFETY REQUIREMENTS for safety and infection control requirements
1.2 GENERAL INTENTION
A. Contractor shall completely prepare site for building operations, including demolition and removal of existing structures, and furnish labor and materials and perform work for the renovation of 3rd floor Dialysis Unit at Bldg. No. 200, Northport VA Medical Center as required by drawings and specifications.
B. Visits to the site by Bidders may be made only by appointment with the Medical Center Engineering Officer.
C. Offices of The Pettit Group LLC , as Architect-Engineers, will render certain technical services during construction. Such services shall be considered as advisory to the Government and shall not be construed as expressing or implying a contractual act of the Government without affirmations by Contracting
Officer or his duly authorized representative.
D. Before placement and installation of work subject to tests by testing laboratory retained by Department of Veterans Affairs, the Contractor shall notify the Resident Engineer in sufficient time to enable testing laboratory personnel to be present at the site in time for proper taking and testing of specimens and field inspection. Such prior notice shall be not less than three workdays unless otherwise designated by the Resident
Engineer.

1.3 STATEMENT OF BID ITEM(S)
A. ITEM I, RENOVATE DIALYSIS: ARCHITECTURAL SCOPE
1. Work includes demolition of the current space as necessary per the construction drawings and general construction, alterations, and necessary removal of existing structures and construction and certain other items.
2. This project is located within the Northport VA Medical
Center, Building 200, Northport NY. The project involves all design work and construction administration services needed to support the Renovation of the Dialysis Unit.
3. The existing Dialysis Unit currently is a combination of waiting room, outpatient exams, check-in areas, and administrative offices.
4. This Project includes renovation of approximately 5,330 square feet of existing space located at the third floor of the main hospital building (Building 200). Approximately 60% of this space was previously demolished and partially constructed for clinical space. The scope of work includes consideration of the existing utilities and work, including assessing the capability of the existing 1 year old RO water plant to meet the needs of the new design. This design will include a phasing plan to maintain operations, including but not limited to provisions for temporary water supply during commissioning of new clinical space.
5. Technical disciplines include but are not limited to architecture, fire protection engineering, interior design, structural engineering, mechanical engineering, electrical engineering, health facility planning, industrial hygiene, scheduling, and cost estimating. The design will comply with
VA-adopted codes and standards including VA Directives, Design
Manuals, Master Construction Specifications, Design Criteria and other Guidance on the Technical Information Library
(http://www.cfm.va.gov/til/).
http://www.cfm.va.gov/til/
01 00 00 -3
6. The renovation includes abatement of all hazardous materials and demolition of all existing utilities deemed not reusable and architectural features within the project area. The design may include areas existential to the footprint for mechanical and service systems.
7. Demolition of the existing project area includes, but is not limited to the removal of finishes, fixtures, interior walls, ceilings (to the upper floor slab and penetrations), lighting, electrical distribution, HVAC equipment, medical gas systems, fire/alarm systems, IT systems (to include BMS) and any existing/abandoned plumbing/mechanical piping.
8. The Hospital services will remain unchanged throughout construction. The Pettit Team will be responsible for appropriate phasing of the project to minimize impact to adjacent clinics, existing offices, permit safe passage and circulation, and minimize infection control requirements. The
Pettit Team will design and show all infection control / dust prevention measures required.
9. For all VA active systems under a maintenance contract, the buildout is to be completed by the prime contractor. Tie-ins are part of the GC’s contract; the prime contractor is to hire
VA maintenance contractor for final tie-in and acceptance to ensure warranties can remain in effect without conflict. The prime contractor is responsible for all programming, as well as infrastructure build-out and equipment make ready. This would include all temporary installation & removal within the construction/contract area, so areas are not damaged by others. The prime contractor can perform the work themselves, subcontractors, or hire the VA maintenance contractor directly.
10. The VA will be responsible for the temporary installation, operation, and emergency response portion with the temporary rented/leased DI water equipment/system only; Dialysis service will coordinate creating a purchase order for this temporary
01 00 00 -4 equipment. The prime contractor is not responsible for managing healthcare operations within their contract.
11. All Med-Gas devices, system tie-ins are to be performed by the prime contractor and these costs are to be covered under this contract at no additional cost to the Government. The prime contractor is responsible for contracting directly with the VA’s vendor tie-ins. The VA med-gas maintenance contractor will take over the handoff after final connections and monitor all system additions after connection.

MEP firm. This survey and a confirming survey investigating the branch panelboard’s source are the bases of our electrical design for this project. The facility’s essential electrical systems are broken into two branches:
life safety and critical. Current codes require three branches: life safety, critical, and equipment. Separation of the Essential Electrical Systems is outside the scope for this project. Both critical and equipment loads will be connected to the existing critical branch.
2. Demolition
a. Existing electrical devices, lighting fixtures, connections, wiring and conduit in the area of renovation will be demolished back to the source of power. The existing electrical panelboards will be removed in phase 1.

Branch circuits feeding later phases will be backfed by new panelboards until they are demolished in phases 2, 2A and 3
3. New Work
a. The electrical systems and devices will be designed in accordance with the VA Electrical and Lighting Design
Manuals. Existing electrical loads will be determined to insure adequate power availability. New panelboard installations will be reviewed, along with adequate spare capacity. Documentation for de-energized work or shutdown impact to be determined for all panelboard work.
