Construction Manager at Risk (CMAR) Selection Process
This is a Request for Proposals document from the City of San Angelo's Public Works Department for the selection of a Construction Manager at Risk (CMAR) firm to provide services for the San Angelo Coliseum Addition Project. The CMAR firm will be responsible for delivering pre-construction services including constructability guidance, cost estimates, and construction schedules, as well as providing a Guaranteed Maximum Price (GMP) and performing complete construction services in accordance with the CMAR construction delivery methodology. The project scope encompasses full architectural and engineering design coordination, value engineering, and comprehensive construction management services to ensure the project is completed efficiently and within the guaranteed maximum price established during the pre-construction phase.
The procurement process utilizes a two-phase approach whereby selected firms will first provide pre-construction services to develop detailed cost estimates, construction methodology, and scheduling recommendations before committing to a firm GMP for the construction phase. Qualified respondents must demonstrate extensive experience with CMAR delivery methods, particularly for similar public projects and facility additions. The contract will include performance bonding requirements, compliance with prevailing wage regulations, and adherence to all applicable local, state, and federal requirements. Project funding is anticipated through municipal bonds or other capital improvement sources, with the final contract amount to be established through the GMP process during the pre-construction phase.
