About this file

This document is a Change Order Notice for the Conduent EBT Link contract with the Illinois Department of Human Services (DHS). The contract needs to be increased by $8,337,361.64 to a new total of $62,106,759.64 due to a significant increase in the number of Supplemental Nutrition Assistance Program (SNAP) EBT accounts and benefits that Conduent must create and maintain as a result of the Families First Coronavirus Response Act and the American Rescue Plan Act. These additional EBT programs are 100% federally funded through USDA SNAP administration funding. The Change Order Notice provides the required justification for increasing the contract value by more than $10,000.

The increased contract amount will cover Conduent's costs for the additional EBT accounts and benefits related to the expanded SNAP programs enacted during the pandemic. This change order is fully federally funded and is germane to the original Conduent EBT Link contract with the Illinois DHS.

Change orders are defined by Section 1-15.12 of the Procurement Code and Section 1.2067 of the CPO-GS' Administrative Rules.

thedetails: Due to the increase in Covid 19 benefits, the Conduent EBT link contract needs to be increased. The Families First Corona-virus Response Act was signed into law March 25th, 2020, to provide a temporary expansion of benefits under the Supplemental Nutrition Assistance Program (SNAP) in an effort to maintain food security for qualifying low-income families during the pandemic. Additional legislation American Rescuse Plan Act of 2021 (ARPA, P.L. 117-2) in March 2021 expanded to allow for additional SNAP EBT programs. These additional EBT Programs result in additional EBT accounts and benefits to create and maintain. The EBT contractor cost incurred for these new programs are covered 100% through USDA SNAP Administration funding, as stated in law. The Conduent EBT Link contract needs to be increased by $8,337,361.64 adding to the latest contract amount of $53,769,398.00 making the new contract amount $62,106,759.64. This is Federally funded.
