About this file
This document is a Change Order Notice issued by the Chief Procurement Office General Services in the State of Illinois. The notice details a $6,463,996.38 increase to the existing Conduent EBT Link contract (original PO #21-444DHS-FAMCO-P-24151), bringing the new contract amount to $68,570,756.02. This change order is necessary due to the expansion of Supplemental Nutrition Assistance Program (SNAP) benefits under the Families First Coronavirus Response Act and the American Rescue Plan Act of 2021, which has resulted in additional EBT accounts and benefits that Conduent must create and maintain. This increased contractor cost is 100% federally funded through USDA SNAP Administration funding.
The increase to the Conduent EBT Link contract is to cover the additional costs incurred by the contractor for administering the expanded SNAP EBT programs enacted through recent federal legislation in response to the COVID-19 pandemic. This change order is being made in accordance with Illinois Procurement Code requirements for posting notice of renegotiated contracts and change orders exceeding $10,000 or 30 days in duration.

| thedetails: Due to the increase in Covid 19 benefits, the Conduent EBT link contract needs to be increased (original PO #21-444DHS-FAMCO-P-24151). Additional legislation American Rescuse Plan Act of 2021 (ARPA, P.L. 117-2) in March 2021 expanded to allow for additional SNAP EBT programs. The EBT contractor cost incurred for these new programs are covered 100% through USDA SNAP Administration funding, as stated in law. The Conduent EBT Link contract needs to be increased by $6,463,996.38 adding to the latest contract amount of $62,106,759.64 making the new contract amount $68,570,756.02. This is Federally funded. |
