1.0 Introduction

1.1 Background

The Federal Bureau of Investigation (FBI) Counterterrorism Division (CTD) Fly Team detects and disrupts threat actors from engaging in criminal or terrorist activities in OCONUS environments through the deployment of specially trained Agents alongside DoD partners in order to further FBI/ Intelligence Community (IC) cases against known subjects and illuminate threats to the homeland.

Newly assigned Fly Team Agents (FTA) must complete a rigorous training program lasting approximately eight months known as Fly Team Agent Core Training (FACT). Agents must successfully complete the FACT curriculum to be certified as “deployable” FTAs. Once certified and operational, FTAs must maintain their certifications and skills across a multitude of disciplines in order to respond to potential OCONUS requirements in support of Counterterrorism matters.

Required skills are encompassed in a Mission Essential Task List (METL):

1. Conduct Command and Control.

2. Conduct Interviews and Interrogations.

3. Conduct Evidence Recovery and Site Exploitation.

4. Conduct Human Intelligence (HUMINT) Collection and Dissemination.

5. Conduct Document and Media Exploitation (DOMEX).

6. Conduct Force Protection Activities.

Each Mission Essential Task (MET) encompasses collective and individual tasks that must be trained to and evaluated to measure individual readiness to deploy. Under MET 6 (Conduct Force Protection Activities), collective and individual tasks include (but are not limited to):

-In accordance with Department of Justice (DOJ) Deadly Force Policy, employ an issued service pistol with or without an optic from concealment.

Due to the unique requirements and circumstances encountered by Fly Team Special Agents while performing job-related tasks, namely, deploying globally alongside Special Operations units or as a lone Agent, Fly Team Agents (FTA) must be trained across a myriad of Force Protection skills.

Standard FBI Agents are not extensively trained in the concealed carry of firearms during baseline (New Agent Training) or subsequent field training. Due to the nature of deployments/assignments, however, FTAs are expected to demonstrate and maintain core competencies in defeating multiple layers of concealment, and safely drawing, presenting, and engaging multiple targets from concealed platforms.

These collective or individual tasks must be completed under various conditions. This includes but is not limited to presenting the firearm from concealment under various types of clothing and body armor, from within and around vehicles, in and around commercial, industrial, or government buildings, around barricades, in no light or low light conditions, and utilizing firearms of varied

3 | P a g e sizes (within the FBI-authorized spectrum of Glock pistols) with varied holster set ups, at various distances, against single and multiple targets.

To this end, the CTD Fly Team submits the following SOW for contracted training that addresses the above individual task and conditions.

1.2 Scope

The scope of this SOW is for the contractor to provide a five-day (5-day) baseline concealed pistol training course to be performed during the FACT curriculum, AND separately a three-day (3-day) concealed pistol sustainment training course for FTAs who have already conducted baseline training, performed. As the sustainment course is designed to SUSTAIN specific skills learned in the baseline course and increase proficiency, the vendor for the five-day and three-day courses must be the same vendor.

1.3 Objectives

The concealed pistol training course shall provide Fly Team Agents (FTA) with baseline fundamentals of drawing, manipulating clothing and shooting from concealment; familiarization with presenting the firearm from concealment under various types of clothing and body armor, from within and around vehicles, in and around commercial, industrial, or government buildings, around barricades and other obstacles, in no light or low light conditions, and utilizing firearms of varied sizes (within the FBI-authorized spectrum of Glock pistols) with varied holster set ups, at various distances, against single and multiple targets. Upon completion of the course, FTAs should be both familiar and comfortable with operating any FBI authorized Glock pistol from concealment across the full spectrum of OCONUS environments

The sustainment pistol training course shall provide FTAs refresher training that readdresses previously learned skills and provides additional repetitions in varied circumstances, environments, and conditions. The sustainment course may be interpreted as an advanced course whose prerequisite is the 5-day baseline training.
