CONAWAY DRAINAGE II EMERGENCY PROJECT SCOPE OF WORK
The selected Contractor shall furnish all equipment, labor, materials, and resources for emergency restoration of a Priority 1 Landslide (LS) feature and a Priority 1 Flooding (FLD) feature. The Landslide feature is located 1.7 miles south of US Hwy 460 at 1020 Cinnamon Road, and the Flooding feature is located 1.2 miles south of US Hwy 460 at 2221 Conaway Road (VA 610), with both addresses being in Big Rock, VA 24603 in Buchannan County.
Coordinates for the repairs are approximately 37°19’51” N and 82°12’37” W. The project is located directly behind occupied residences.
Repairs proposed for this project shall include the following activities as directed by the Project Inspector or Project Manager:
Site Preparation shall cover the labor and materials (excepting aggregate) to complete the following items. The aggregate shall be billed under its respective line items.:
o HDPE safety fence and work zone cones shall be installed around the project site.
o VDOT Traffic Control Measures shall be employed along Conaway Road (VA 610).
o Aggregate shall be placed on the existing driveways, any staging areas, and the off-site disposal area access as necessary to make them suitable for the equipment to be utilized on the project site.
Brush and previously cut trees removal will encompass approximately 2 acres. Any woody material removed shall be windrowed, chipped, or placed in a state-approved landfill.
Temporary silt fence or straw bales shall be installed and maintained for sediment control.
Sediment control shall be maintained as necessary to prevent sediment from entering a stream. Sediment control shall be removed when deemed no longer necessary by the Project Inspector or Project Manager.
Access roads shall be graded as necessary to make them suitable for equipment access.
Aggregate placed on access roads shall be billed under its respective line items.
Slide Area o A suitable wooden safety fence shall be installed to protect structures below the slide area. The safety fence shall be left in place after project completion.
o Earthen material shall be removed from the slide area and the seepage suspected to be causing the slide remediated.
o The removed earthen material shall be stored on-site or off-site and be graded and compacted with outslopes not to exceed 1.5:1. The off-site disposal area is located on a SMCRA permit belonging to The Black Diamond Company. In order to be on the property, the Prime Contractor must be a Wellmore approved contractor or use a Wellmore approved subcontractor from the list below:
K&K Repairs & Construction Inc - Contact Kevin Cook (276) 202-4769 P.B. Dirt Movers, Inc. – Contact Robin (Flash) Belcher (276) 794-4214 JimCo – Contact Jim Richardson (276) 964-3145 o Earthen material removal and storage shall be billed under its line item for the quantity as determined from surveys by a third-party surveyor.
Ditch Above Slide Area And Clogged Drain (Reference Feature Locations Map) o A 325’ long ditch shall be constructed on the bench above the slide area to direct the water causing the seep along and then off the bench into a natural drain. This ditch shall be lined with 20 mil geomembrane and VDOT No.1 Stone. The minimum dimensions shall be 2.5’ wide and 1’ deep with a 0.5’ bottom width after stone placement. Side slopes shall be 1:1.
o The natural drain located approximately 60’ northeast from the older white house at the Vickie Looney property is partially clogged due to sediment buildup.
Approximately 25’ of the drain shall have material removed to restore flow capacity.
Flood Control Ditches (Reference Feature Locations Map) o Drainage from the mine bench that caused the flooding at 2221 Conaway Road was previously ditched along the bench to direct drainage from high flow events to one discharge point. This 400’ long ditch will be cleaned as directed by the Project Inspector or Project Manager. Flow from the bench has created a channel down the very steep slope below said bench. An uprooted tree adjacent to this channel has caused said channel to shift in a southeast direction and as a result a portion of large flows from the bench can miss the channel. To redirect the flow into said channel approximately the final 10’ of the ditch on the bench will be relocated a few feet to the to the south.
o In regard to the channel down the steep slope, where the steepness of the slope lessens, the flow normally follows an eastward bend in said channel but during high flow events overtops the channel and flows straight down the slope resulting in the flooding issue. A 75’ long riprap lined ditch shall be constructed from said eastward bend directing all the flow to a ditch lined with Permanent Turf Reinforcement Mat (PTRM) to be constructed from the toe of the slope to the stream bank to prevent the type of overland flow that flooded the residence. Said riprap lined ditch shall be lined with VDOT Class I Riprap, VDOT Gabion stone, and grout and shall be at a minimum 5’ wide by 1.5’ deep with a 2’ bottom width after stone and grout placement. Side slopes shall be 1:1.
o The 40’ long PTRM lined ditch shall be at a minimum 32’ wide by 1.3’ deep with a 6’ bottom width after PTRM placement. Side slopes of the ditch shall not exceed 10% so the ditch can be driven across with a lawn tractor. This excavated ditch surface shall be smoothed prior to placing the PTRM. Seed the ditch after PTRM placement. The PTRM shall be Slopetame3 or equivalent product that provides acceptable erosion protection and is suitable for lawn tractor traffic as approved by the Project Inspector or Project Manager. Riprap shall be placed at the exit of the PTRM ditch to dissipate energy.
Aggregate or asphalt shall be placed as appropriate if necessary to repair access roads and driveways. Aggregate and asphalt shall be billed under their respective line items.
o Asphalt shall be 2” of rolled asphalt.
Revegetation o Disturbed areas shall be seeded and mulched.
o Seeding shall be done with a seed mixture approved by the Project Inspector or
Project Manager.
o The slide area shall be covered with an erosion control blanket after seeding.
Payment o Payment for Line Items shall be on a Unit Price basis for the amounts accepted by the Agency and the unit price listed in the bid schedule. Payment shall be full compensation for all labor, materials, equipment, and incidentals necessary to complete the work.
The following generally highlights the services that the Contractor shall be required to perform:
A. Due to the emergency nature of this job, provide equipment of appropriate size and capabilities to achieve all project goals as quickly as possible after notification to proceed.
The Contractor shall include or address all items described in the scope of work described above and the Agency shall have a Project Inspector or Project Manager present as needed to document all critical project activities.
B. Temporary sediment control measures for all land disturbance associated with the project shall be straw bales or silt fencing installed to help catch sediment.
C. All required safety procedures for surface and subsurface utilities including electric, telephone, cables, guide wires and drainage, water, sewer, culverts and bridge structures, buildings or other structures shall be strictly followed and adhered to.
D. All rights of entry and permits for entry to the project area shall be provided by Virginia Energy, Mined Land Repurposing.
