About this file
This is Addendum No. 1 to Contract No. CON26-0006 issued by the San Francisco Recreation and Park Department on July 30, 2025, addressing clarifications and corrections to the Precita Park Improvements project. The addendum provides responses to pre-bid questions and includes corrections to liquidated damages provisions, drawing scales, utility responsibilities, and material specifications. A pre-bid meeting was held on July 24, 2025 at Precita Park (approximately Precita Avenue and Harrison Street), with all questions due by July 31, 2025 at 5:00 PM. Bids are due no later than August 7, 2025 at 2:30 PM, submitted via email to bridget.webster@sfgov.org with cc to eoanna.goodwin@sfgov.org. The project scope includes site work, fencing, utility connections for a public restroom facility with a drinking fountain, sanitary sewer modifications, landscaping, concrete walkways, and electrical infrastructure improvements. Normal working hours are 7:00 AM to 5:00 PM, Monday through Friday, with coordination required with Leonard R. Flynn Elementary School operations and City traffic control standards.
This is a Micro Local Business Enterprise (MLBE) set-aside solicitation with an Engineer's Estimate of $200,000. The addendum clarifies that liquidated damages are $200 per calendar day for failure to achieve Substantial Completion and $100 per calendar day for failure to achieve Final Completion. Key clarifications address utility connection responsibilities between the City, the Public Restroom Company, and the contractor, specifying that utilities must be brought within five feet of building walls with cast iron sewer requirements upstream of the house trap. Material specifications include Medium broom finish for concrete walkways, PVC electrical conduit, and a Most Dependable Fountains model 10145 SM SSFA dual-height drinking fountain in black. The contractor is responsible for staging area restoration upon project completion and must secure its own parking off park property, with all staging to be coordinated during the pre-construction meeting. The restroom delivery is tentatively scheduled for December 2025. Addendum #2 was posted on August 5, 2025 without changing the bid due date.

Item #1 - Pre-Bid Questions and Answers
Liquidated Damages and General Clarifications
1. Why are liquidated damages so high? Other similar projects carry significantly less LDs.
Typo noted. Liquidated damages section should read as follows:
Liquidated Damages: Contractor shall pay the City and County of San Francisco the sum of two hundred dollars ($200.00) for each calendar day that transpires with Work not Substantially Completed after the time limit for achieving Substantial Completion specified in the above paragraph. In addition, the Contractor shall pay the sum of one hundred dollars ($100.00) for each calendar day that transpires with the Project not Finally Completed after the time limit for achieving Final Completion specified in the above paragraph.
2. There was an error on the scale on some of the sheets.
See below for correct scale for each of the following sheets:
· C0.03: 1” = 20’
· C2.01: 1” = 5’
· C2.02: 1” = 5’
· C3.01: 1” = 5’
· C4.01: 1” = 5’
· C4.02: 1” = 5’
3. Fix L series numbering is different.
Noted.
Utility Connections and Responsibilities
4. Please confirm that RPD is responsible for the water meter application and associated costs per paragraph 2.3 of specification 33 11 00.
Confirmed.
5. Please confirm the restroom vendor is responsible for all internal utilities, stubbing their utilities out and connecting to all provided utilities.
The contractor is responsible for all utility connections (sewer and water) approximately 5’ beyond building walls. The electrical contractor must also make connections approximately 5’ beyond building walls, pull wires to the subpanel, and complete all connections inside the building.
6. Specify if utilities need to be brought within 5 feet as listed or something else Yes, utilities must be brought within 5 feet. The Public Restroom Company will tie them in.
7. Send restroom specs See attached.
Restroom and Plumbing Details
8. What is the timeline on the restroom delivery?
Tentatively scheduled for December 2025.
9. The drinking fountain details says "see specs". I do not see where in the specs the drinking fountain is listed. Please advise on make, model & color of drinking fountain. Also is a dog bowl required?
Use Most Dependable Fountains model 10145 SM SSFA (dual-height, bottle filler, front approach) in black with push-buttons. No dog bowl is required. Link
10. Drawing C7.01, note 9a says all SS should be VCP but drawing P0.0 material schedule says below grade sewer should be Cast Iron Pipe. Where does the SS transition from CI to VCP?
· Building inspector requires cast iron.
· The Public Restroom Company provides a PVC stub out.
· All SS drains upstream of the house trap shall be cast iron.
· Cast iron is required for the drinking fountain to air trap.
· Cast iron will be tied into the restroom fabricator’s PVC stub out within 5 feet of the building.
11. Where does the sanitary sewer lateral change from 2" to 4". The building pad denotes a 4" line but the drawing denotes a 2" line between the CB and AV&T. Please advise.
· 4” line exits the building to a house trap, then transitions to 6” toward the city street.
· The 2” sanitary sewer connects to the 4” line before the house trap.
Site Work, Fencing, and Finishes
12. Drawing C3.01, the landscape area adjacent Precita Ave is indicated both as A2, clear & Grub and D10, protect in place. Please confirm the D10 annotation is an error.
Reference the Landscape plan. The D10 annotation appears to be in error.
13. Clarify fencing boundary (is it just the immediate site or all the way to the other end of the grass area) Fencing is required around the immediate work area only. Provide snow fence along the electrical work area as needed. Trenching should be continuous to minimize site disruption.
14. Specify the slip resistant material for the concrete walkways Medium broom finish.
15. Specify type of electrical conduit
PVC.
Work Hours, School Coordination, and Traffic
16. What are the working hours on Precita Ave and will the school affect the working times on Precita Ave?
Normal working hours are 7:00 AM – 5:00 PM, Monday through Friday.
17. Provide hours of school and any timing interference from other construction projects on the site
· School hours can be found on their website: https://www.sfusd.edu/school/leonard-r-flynn-elementary-school https://www.mostdependable.com/product/10145-smfa-front-approach/ https://www.sfusd.edu/school/leonard-r-flynn-elementary-school https://www.sfusd.edu/school/leonard-r-flynn-elementary-school
18. Didn’t see traffic specs?
The City will coordinate traffic control for the delivery of the restroom. The contractor must follow all City traffic standards for other traffic-related activities. No parking of personal or construction vehicles is allowed on park property. Contractors must secure their own parking.
19. Where is the staging area?
All staging areas will be immediately adjacent to the project site on park property. Final staging location and access must be coordinated with the contractor during the pre-construction meeting. Upon project completion, the contractor must restore the staging area to its original condition.
