About this file
This is a solicitation list and bid response template for a one-year purchasing agreement contract issued by the State of Maine for compressed air system components to support vehicle refurbishment and repair at production facilities in Limestone, Maine. The solicitation requests bids for two items: a 2,200-gallon vertical air receiver meeting specific dimensional and pressure requirements with ASME certification (Quantity: 1) and a high-efficiency filtration system with mist elimination capabilities and specific particle and oil removal standards including a 36-month element warranty (Quantity: 1). First delivery capability is desired by mid to late August 2013. The contract may be awarded to one or more vendors, and projected purchase volumes are based on current production projections with no guarantee of minimum or maximum purchase volumes.
Bid prices must include all freight and delivery charges to the Limestone, Maine destination and represent fixed contract prices for orders of any quantity, including partial shipments, unless specific delivery price constraints are agreed upon before award. Bidders must provide pricing guaranteed through a specified date and normal lead times in calendar days. The solicitation requires bidders to screen through the federal Excluded Parties List System (EPLS), provide certificates of conformance to Military and OEM standards if required, and comply with Buy American Act requirements. Bids must include product condition (new, remanufactured, or other), manufacturer information, country of origin, and quantities available for immediate delivery and future delivery dates. Government surplus property proposals require complete descriptions and acquisition details. Additional State Purchasing Division requirements may apply as listed separately.
