This is a Request for Proposals (RFP) issued by the City of Philadelphia, Department of Human Services (DHS), Office of Children and Families, seeking comprehensive advertising services for prevention/diversion programs and community resources. The City seeks an advertising agency to develop and execute an integrated media strategy that raises awareness about DHS programs and services, foster care opportunities, prevention and diversion initiatives, and job opportunities within DHS. The agency must provide expertise in digital and traditional marketing, including design and collateral creation, content writing and copywriting, integrated marketing activities, social media planning and buying, and digital campaign optimization. Key deliverables include media buying and placement management across traditional, digital, social, broadcast, print, and outdoor channels; digital campaign optimization with A/B testing; equitable community and geographic distribution of advertising; crisis response advertising capabilities; and comprehensive reporting on campaign performance. The RFP was posted July 13, 2026, with applicant questions due by July 23, 2026, at 5:00 p.m. Philadelphia time. Proposals are due August 4, 2026, at 5:00 p.m. local Philadelphia time. The City anticipates applicant interviews during the week of August 11, 2026, with applicant selection on August 18, 2026, and contract execution and work commencement on or about August 25, 2026. The contract term is expected to start on August 25, 2026, with the City retaining the option to amend the contract to add up to three additional one-year terms at its sole discretion.

Compensation for this contract cannot exceed $99,000 total and may be structured as either fixed price or hourly rate with stated hourly rates. Payment terms include monthly invoicing and payment upon completion and approval of specified work, with travel costs reimbursable only if approved by the Department in accordance with City policies. The City encourages applicants to obtain Local Business Entity (LBE) certification, with Local Impact status and certified LBE status considered positive evaluation factors. Applicants valued at or over $99,000 must comply with Transparency in Business disclosure requirements prior to contract conformance. All contractors and subcontractors must comply with City requirements including active Business Income and Receipts Tax (BIRT) and Commercial Activity License (CAL) accounts, Philadelphia Tax and Regulatory Status and Clearance, campaign contribution disclosures, the 21st Century Minimum Wage and Benefits Ordinance, and applicable HIPAA requirements. The evaluation criteria prioritize the applicant's superior ability to meet contract requirements, prior experience, quality and efficiency of the proposed solution, skill and reputation, benefit to competitive development of small and local businesses, and lower cost, though cost is not the sole determining factor in award decisions.
