This is a Request for Proposal (RFP) from the County of Orange, California, specifically OC Waste & Recycling, seeking proposals for a Compost/Organics Landfill to Market Revenue Contract. The RFP solicits qualified firms to provide marketing, distribution, sales, logistics, and profit-sharing services for compost produced at three County landfill greeneries: Valencia Greenery at Olinda Alpha Landfill in Brea, Bee Canyon Greenery at Frank R. Bowerman Landfill in Irvine, and Capistrano Greenery at Prima Deshecha Landfill in San Juan Capistrano. The project involves developing a phased marketing program to sell approximately 100-1,000 tons of organic material per month, with a mandatory pre-proposal meeting and site visit scheduled for April 17, 2025. Proposals are due by May 5, 2025, at 4:00 pm, and the contract term is anticipated to be three years.
The RFP includes specific requirements for vendors, such as having at least five years of experience in marketing and selling organic materials, providing comprehensive operational and marketing plans, and implementing a revenue-sharing arrangement. Vendors must submit detailed proposals covering key personnel, operational capabilities, marketing strategies, quality assurance, and a cost proposal with revenue sharing. The County will evaluate proposals based on several criteria, including approach to scope of work, key personnel experience, sales and marketing capabilities, logistics management, and overall proposal quality. The contract aims to support local businesses and disabled veteran business enterprises, with preference given to local small businesses and disabled veteran-owned businesses that meet specific certification requirements.
