About this file
This is a Request for Qualifications (RFQ) issued by the Avondale Water and Sanitation District (AWSD) in Colorado for general contractor services to improve their existing water treatment plant. The project involves removing and replacing existing Manganese Green Sand (MGS) filters and related piping in Water Treatment Plant #1 (WTP#1), inspecting and refurbishing Granular Activated Carbon (GAC) filters in WTP#2, and replacing existing turbine pumps with three new vertical turbine pumps. A mandatory pre-submittal site inspection is scheduled for May 30, 2024, at 9:00 AM, and interested contractors must submit their Statement of Qualifications (SOQ) electronically by June 14, 2024, at 3:00 PM through BidNet Direct.
The project budget is estimated at $606,976.49, which includes a 15% contingency. Key project challenges include maintaining water service to existing users during construction, removing MGS filters from a building with limited access, and coordinating electrical and control upgrades with Black Hills Energy. The evaluation process will assess contractors based on management experience, personnel qualifications, similar project experience, and references. To be prequalified, contractors must achieve a minimum score of 70 points across four evaluation criteria categories and provide a commitment letter for payment and performance bonds covering 100% of the estimated construction cost.

REQUEST FOR QUALIFICATIONS
GENERAL CONTRACTOR SERVICES FOR THE EXISTING WATER TREATMENT PLANT IMPROVEMENTS
All perspective Qualified Firms:
1. GENERAL PROJECT INFORMATION
The Avondale Water and Sanitation District (AWSD) is soliciting electronically sealed qualification packages for GENERAL CONTRACTOR SERVICES FOR THE EXISTING WATER TREATMENT PLANT IMPROVEMENTS. Pricing is not submitted as a part of this evaluation process for submitted qualification proposals. Interested parties shall submit one (1) complete proposal package electronically, with all the required documents before the RFQ due date and time of 3:00 PM Local Time, Friday, June 14, 2024.
The Question-and-Answer period shall be closed on June 13, 2024, 3:00 PM Locale Time. All questions shall be directed to BidNet Direct (www.bidnetdirect.com)
A Mandatory Pre-Submittal Site Inspection shall be held on Thursday, May 30, 2024, 9:00 AM Local Time at the Avondale Water and Sanitation District Office located at 321 Third Lane, Avondale, CO 81022.
2. DETAILED PROJECT DESCRIPTION
The present treatment process utilizes filtration via 2 existing Granular Activated Carbon (GAC) pressure filters, in series with 2 existing Manganese Green Sand (MGS) filters and gas hypo chlorination. Please see Figure 1: Schematic of AWSD Existing Treatment Process:
Figure 1: Schematic of AWSD Existing Treatment Process
The GAC filters, which are presently being utilized, are located in a separate building (WTP NO. 2) from the rest of the treatment process. WTP. NO. 3 is currently not in use. They were installed to remove contamination from the Pueblo Chemical Depot, by the U.S. Army.
In order to facilitate the removal of PFAS, PFAO and other related compounds, AWSD intends to remove the existing filter media, inspect the filter units, perform any necessary cleaning and repairs, and place the refurbished filters back in service at their present location.
In addition, the existing MGS filters and related piping shall be removed from the main treatment building (WTP NO.
1). All piping which is currently plumbed through the clearwell shall be removed and replaced. Also, the existing turbine pumps shall be removed and replaced with three proposed vertical turbine pumps, a steel, one-piece pump manifold and a recordable flow meter at the point of discharge to the distribution system.
Figure 2 is the site layout of the existing treatment buildings and utilities:
Figure 2: Existing Water Treatment Site Layout
The General Contracting services shall include evaluation of the existing process and layout, piping and utilities, design recommendations and cost estimates for same. Once the scope of work is finalized the selected General Contractor shall negotiate with the Owner (AWSD) and prepare a price proposal for all of the proposed work.
The key issues during the proposed upgrade project shall be as follows:
1. Keeping the existing users in water during construction. The average daily use during the months of July through September is approximately 220,000 Gallons/Day. There are two existing potable water storage tanks which provide a maximum storage of 1.25 Million Gallons. This represents just over 5 days of potable water usage. Construction shall be staged such that there is always 2 full days of usage in the storage tanks.
2. Removal of the existing Manganese Green Sand (MGS) filters from WTP#1. During the original treatment plant construction, the existing MGS filters were installed prior to the building being complete. Presently, there is no access to WTP#1 large enough to remove the existing filter vessels. Therefore, they shall require dismantling to remove them.
3. Removal of existing piping from the existing clearwell. One of the pipes to be removed is from an abandoned well which is no longer in service and can be taken out of the clearwell without restoration. Another pipe to be removed is the connection to the distribution system from the clearwell. The remaining pipe to be removed are the shafts of the existing turbine pumps. All of the proposed pumps and related manifold and piping will need to be in place prior to removal of the existing pumps.
4. Electrical and Control Upgrades. These shall need to be coordinated with Black Hills Energy and AWSD, to ensure that customers are not out of service.
3. GENERAL INSTRUCTIONS
