About this file

This is an Appalachian Regional Commission (ARC) Grant Application submitted by the Village of Canisteo, a municipal government in Steuben County, New York, in partnership with the Empire State Development (ESD), Steuben County Industrial Development Agency (IDA), and Southern Tier Central Regional Planning & Development Board (STC). The Village seeks ARC funding to conduct a comprehensive Downtown Market Study focused on Main Street and the surrounding commercial district to assess current economic conditions, identify business opportunities, and develop strategies for downtown revitalization. The project will deliver a final Downtown Market Study and Revitalization Plan within nine months of contract award, including market and demographic analysis, retail gap assessment, community stakeholder engagement through a minimum of two public workshops, interviews, surveys, and focus groups, and actionable recommendations for business attraction and retention. The Village will issue a Request for Proposals (RFP) to select a qualified consultant based on relevant experience, cost-effectiveness, and methodology. The project is scheduled to begin in March 2026 and conclude by January 2027, with monthly coordination meetings between consultants and the Village Board throughout the contract period.

The Village of Canisteo requests $40,000 in ARC funds to serve as the required 50% local match for a corresponding $40,000 ESD grant, totaling $80,000 in project funding. Steuben County is designated as a Transitional county, requiring a 50% non-ARC match; ESD funds submitted during the 2025 Consolidated Funding Application cycle are anticipated to provide the matching requirement with award notices expected in November/December 2025. All project costs are budgeted as contractual expenses for consultant services, with no personnel, equipment, or construction components. ARC funds will specifically support community engagement workshops, surveys, GIS mapping, downtown asset inventory, and project management and coordination. The project aligns with ARC Investment Goal #5 (Building Community Leaders and Capacity) and New York State Implementation Strategy 5.4 (supporting visioning and strategic planning for community resilience). The Village of Canisteo, serving approximately 2,176 residents, has demonstrated capacity to manage federal grants, including CDBG, EFC WIIA, USDA ECWAG, and FEMA programs, with Clerk-Treasurer Katrina Oliverio overseeing grant administration, fiscal management, and compliance.

a. What is the problem/opportunity the project addresses? How will this project improve economic conditions in the project service area?

The Village of Canisteo’s downtown has experienced the challenges common to many rural Appalachian communities, including population decline, limited business diversity, and the erosion of its traditional role as a center of commerce and community life. At present, the Village lacks a data-driven understanding of its economic potential, market gaps, and consumer demand.

Without this information, local leaders are unable to make strategic decisions to attract investment, support entrepreneurs, or revitalize downtown in ways that build long-term resilience.

b. Why was this strategy chosen?

This project presents an opportunity to reverse these trends by conducting a Downtown Market Study that will identify current conditions, unmet retail and service needs, and strategies to leverage Canisteo’s unique assets—such as its historic downtown, proximity to regional transportation networks, and strong community identity.

c. What is the evidence of the demand for the project?

Declining population in the Village of Canisteo shows demand is weakening unless something is done; it increases the urgency of planning and intervention.

Growing median household incomes in the county show that there is spending power in the region; the downtown revitalization could capture more of it locally. Commuting patterns and travel times show that people are traveling; if local business options are enhanced, some of that travel (and therefore spending) might stay in Canisteo, boosting downtown. Employment and wage growth indicate economic momentum that can be leveraged; strong local employment is a foundation for successful retail/service businesses.

d. How does this project relate to the region’s strategies?

The proposed Downtown Market Study for the Village of Canisteo directly supports several of the Southern Tier Central Region’s priority goals and proposed actions in the 2025-2030 Draft CEDS. The STC CEDS emphasizes collaborative, data-driven planning as essential to resilient development, particularly in rural and small-village settings.

The Strategy highlights the need to build local leadership and institutional capacity, leverage local assets, and encourage public-private partnerships to spur business growth and quality of life improvements.

The Market Study in Canisteo would generate the market intelligence that the CEDS identifies as a gap—helping local leadership (Canisteo Village officials, local businesses, nonprofits) understand unmet service/retail demand, consumer spending patterns, and retail leakage. This supports STC’s goal of aligning project investment with measurable regional goals and performance metrics.

Additionally, the Draft CEDS includes “Vital Projects” and a project list for the region over 2025-2030 to guide funding decisions. By undertaking a Market Study, Canisteo positions itself to be part of that project list, or to inform such a vital project around downtown revitalization, thereby aligning with STC’s strategy for regional economic development.

4. Collaborative Partnerships

Village of Canisteo (Lead Applicant):

The Village will serve as the project sponsor, provide staff support, and oversee implementation of the study. b. Additional Project Benefits: The Downtown Market Study will generate benefits that extend beyond the Village of Canisteo to the surrounding region. By providing a data-driven roadmap for downtown revitalization, the project will help local leaders, businesses, and community stakeholders make informed decisions that stimulate economic growth, improve services, and enhance quality of life.

Alignment with Regional Priorities: The project supports key objectives outlined in the Southern Tier REDC strategies, including building leadership and capacity, promoting downtown revitalization, and supporting small business development. This alignment strengthens regional planning efforts and contributes to sustainable economic development across rural communities in the Southern Tier.

Economic and Employment Growth: Implementation of the study’s recommendations is projected to increase downtown business revenues by 5–10%, support retention and expansion of approximately 30–40 businesses, and generate 5–10 new jobs within three years. This growth will increase local spending, improve the downtown commercial base, and create employment opportunities benefiting residents in Canisteo and nearby communities.

Leveraged Private Investment: The study provides actionable market data that positions the Village to attract investment from private entrepreneurs, developers, and local business owners. It will also strengthen applications for state and federal programs such as NY Forward, the Downtown Revitalization Initiative (DRI), and USDA Rural Development funding. These future investments will enhance downtown infrastructure, expand business offerings, and strengthen the region’s economic resilience.

Regional Spillover Effects: Revitalization of Canisteo’s downtown will increase foot traffic, tourism engagement, and regional commerce. Neighboring communities may benefit from improved supply chains, partnerships with Canisteo businesses, and regional marketing opportunities. The project’s leadership-building and collaborative approach will serve as a model for other small communities in the Southern Tier to engage stakeholders and pursue data-driven revitalization strategies.

Section 4: BUDGET NARRATIVE

1. Funding Sources and Commitment Status and Uses

a. Funding Sources: (Outlined in Table 4.1) The Village of Canisteo has submitted an application to Empire State Development (ESD) during the 2025 Consolidated Funding Application (CFA) cycle. The request to ESD totals $40,000, with award notices anticipated in November/December 2025.

The Appalachian Regional Commission (ARC) planning grant request of $40,000 is intended to provide the required 50% match for the ESD grant. Together, these two sources will fully fund the Downtown Market Study at a total project cost of $80,000.

This coordinated funding approach ensures that the project is feasible, fully resourced, and aligned with both state and federal investment priorities.

b. Funding Uses:

1) Empire State Development (ESD) Grant – $40,000 (Pending Award, CFA 2025) Use of Funds: ESD funds will be applied to consultant services, including market analysis, economic impact forecasting, stakeholder engagement sessions, and preparation of the final Downtown Market Study report. Timeline Contribution: ESD funds will primarily support the core technical work of the study, expected to occur between Q1–Q3 2026, including data collection, analysis, and draft report preparation. Workplan Alignment: Supports the major deliverables—business market analysis, demand/supply assessment, and feasibility recommendations for downtown revitalization.

2) Appalachian Regional Commission (ARC) Planning Grant – $40,000 (Requested) Use of Funds: ARC funds will cover the required 50% local match for the ESD award, allowing the project to move forward. Specifically, ARC funds will be directed toward:

o Community engagement workshops and surveys o GIS mapping, downtown asset inventory, and visual planning tools o Project management and coordination between the Village, regional partners, and consultants Timeline Contribution: ARC funds will be applied concurrently with ESD funds beginning in early 2026, ensuring that both the technical analysis and community-driven planning occur in tandem. Workplan Alignment: Supports ARC Goal #5 by strengthening the Village’s planning capacity, enhancing local leadership engagement, and ensuring the final study reflects broad community and regional input.

2. Budget Details Explanation of SF-424A: Referring to the projected budget as shown in the SF-424A and Table 4.2 (Budget Format B) explain in sufficient detail how each component of the spending plan by use category (rows) will be spent and which specific source provides the funds or activities for that category. For each category, explain the ARC’s projected contribution first, if applicable, then each other source’s:

a. Contractual - All project costs will be contractual. The Downtown Market Study requires specialized expertise in data collection, market analysis, and community planning that the Village does not have in-house. The Village of Canisteo will issue a Request for Proposals (RFP) and select a contractor based on cost, qualifications, and relevant experience. The selected consultant will complete all data collection, analysis, and reporting necessary to deliver a comprehensive market study to guide downtown revitalization. ARC funds will be used in conjunction with an ESD match to cover these contractual expenses.

3. Procurement Compliance:

The Village of Canisteo follows New York State General Municipal Law and its adopted Procurement Policy, which requires competitive bidding or solicitation of written quotes depending on purchase value. For this project, the Village will issue an RFP and award based on cost, qualifications, and experience. These procedures comply with 2 CFR 200 by ensuring full and open competition, conflict-of-interest safeguards, and proper documentation of the procurement process.

4. ARC Match Rate Calculation:

The Village of Canisteo’s project is located in Steuben County, which is designated by ARC as a Transitional county. Accordingly, the required non-ARC match for this project is 50% of total project costs. This project will be funded through a combination of ARC funds and an ESD match, with matching funds secured and applied directly toward the contractual costs of the Downtown Market Study.
