About this file

This document is a technical specification and scope of work for the Pomona Unified School District's E-Rate XXVIII - Gym WiFi and Backbone Cabling Upgrade project (Bid No. 23(24-25)IT 470 No. 250026773). The project encompasses comprehensive network infrastructure upgrades across multiple school sites, including Diamond Ranch High School, Pomona High School, Garey High School, Fremont Middle School, Lorbeer Middle School, Simons Middle School, Marshall Middle School, Emerson Middle School, Ganesha High School, Lincoln High School, Park West High School, and Arroyo High School. The primary objectives include installing new wireless access points in gymnasiums, replacing backbone fiber optic cabling, upgrading intermediate distribution frames (IDFs), cleaning up existing cabling infrastructure, and establishing new network pathways. Each site has specific technical requirements for fiber optic cable installation, conduit work, patch panel replacements, and network equipment upgrades.

The project is funded through the E-Rate program (Category 2), which allows schools to receive discounted pricing for network infrastructure improvements. Bidders are required to provide comprehensive proposals that break down costs by school, distinguishing between E-rate eligible and ineligible expenses. The scoring criteria for proposals include 30% weight on eligible costs, 25% on meeting requirements, 15% on warranty and local support, 10% on ineligible costs, 10% on proposal completeness, and 10% on experience and references. Ineligible costs primarily involve electrical work, such as installing dedicated electrical receptacles and conduit spares. The technical specifications mandate strict compliance with Pomona Unified School District's Division 27 and 28 cabling standards, and contractors must ensure all staff are familiar with these requirements.
