About this file
This is a Competition Exemption Request submitted by the Idaho Department of Administration (DOP) on April 9, 2025, for the procurement of tires and related automotive services. The request seeks an exemption from competitive bidding to establish a Price Agreement with entities capable of providing tires, brakes, batteries, windshield wipers, wheels, suspension repair, and other tire-related services. The state currently maintains a statewide contract with Les Schwab Tire Centers and participates in NASPO contracts with Bridgestone and Goodyear tire manufacturers, with Continental forthcoming. The procurement also references existing vendor relationships with Commercial Tire and Perfection Tire. The Request for Quote was posted on April 10, 2025, with a submission deadline of April 15, 2025. The exemption request is being offered for public review to allow suppliers to submit information supporting or contradicting the agency's claim that competition would be impractical, unreasonable, or disadvantageous.
The exemption request emphasizes that while NASPO contracts provide competitive pricing on specific tire brands, they do not offer complete tire application coverage or the full range of automotive services needed by state agencies. The proposed Price Agreement would complement existing statewide and NASPO contracts by expanding the state's supplier base and ensuring service availability across geographic locations and addressing emergency procurement needs. The agency asserts that establishing this Price Agreement, in conjunction with existing contracts, positions the state to obtain tires and related automotive services with fiscal responsibility while meeting comprehensive agency requirements. The decision to approve or deny the exemption rests solely with the DOP Administrator, with no appeal rights for suppliers. All supporting or contradictory information from interested suppliers must be submitted prior to the closing date specified in the Idaho Procurement Registry Online (IPRO) system.

4/9/2025 MDeYoung - DOP Tires & Service - Price Agreement Exemption from Competition Request The state currently has a statewide contract for Tires and Services with Les Schwab Tire Centers. Additionally, we have two tire manufacturer participating addendums through NASPO – Bridgestone and Goodyear (with Continental forthcoming).
While the NASPO contracts give us best pricing on these tire brands, they do not provide complete tire application coverage or the other automotive needs offered by vendors in this automotive business segment (brakes, batteries, windshield wipers, wheels, suspension repair & other tire related services).
In addition to the statewide contract with Les Schwab, there are other tire companies that the state currently does business with (Commercial Tire, Perfection Tire) for reasons such as: location, availability, emergency needs, etc.
The NASPO contracts are serviced & processed by the same local tire service suppliers used by the state today. An exemption from competition will allow the state to enter into a Price Agreement (except on brand provided through the NASPO contracts) with entities capable of providing the goods and services required by the state. This PA will ensure all agency needs are met regardless of location or urgency.
With these price agreements in place, coupled with the NASPO statewide contract, it will give the state an expanded Supplier base and place the state in the best position to obtain tires and related automotive service needs when required with fiscal responsibility.
