About this file

This is a Request Form to Division of Purchasing (DOP) Exemption from Competition submitted by the Idaho Division of Purchasing on April 9, 2025, for an exemption from competitive procurement. The requestor, Mack DeYoung, is seeking authorization to procure tires and related automotive services including brakes, batteries, windshield wipers, wheels, and suspension services. The procurement is classified as a one-time purchase with an anticipated total cost of $1,250,000.00. The exemption is being requested under IDAPA 38.05.01.042.05, which allows exemptions when bidding is determined to be impractical, disadvantageous, or unreasonable under the circumstances. The DOP Administrator intends to approve the exemption pending legal notice as of April 10, 2025. The specific grounds for the exemption and detailed justification are contained in an attached supporting document titled "Competition Exemption Request - Tires.docx."

The procurement will involve multiple tire and services providers rather than a single vendor. No specific supplier has been identified at the time of submission. The form indicates this exemption will be posted for public review prior to final approval, and suppliers are invited to submit information supporting or contradicting the claim that competition would be impractical, unreasonable, or disadvantageous to the State. The submission deadline for supplier feedback was April 15, 2025. No set-asides for small business, minority-owned businesses, or other designated categories are indicated in this exemption request.
