IACMAC 2025 REQUEST FOR INFORMATION (RFI) QUESTIONNAIRE
For background information on the Department of Defense (DoD) Information Analysis Center Multiple Award Contract (IACMAC), please refer to the DoDIACs website https://dodiac.dtic.mil/ and the Request for Proposal (RFP) from the prior IACMAC which can be found by searching for inactive RFP FA807523R0001 at sam.gov
All responses must be for the contractor itself, and not for a subcontractor or teammate. If a joint venture, identify all members of the joint venture and for each response, identify to which joint venture member the response relates.

7. Laboratories. Do you currently have access or ownership to the following lab facilities:
· A laboratory which meets the requirements in the Guidebook of Performance Standards for Operations of an RDT&E Chemical Agent Laboratory. The Contractor must be able to receive, store and utilize chemical warfare agents (surety materials) under clauses of Army Regulation (AR) 50-6. There may be Task Orders on this contract that require the Contractor or its subcontractor to have an approved U.S. Army Chemical Surety Material Bailment Agreement.
· A facility and processes for receipt, storage and utilization of biological agents (surety materials) that meet the biosurety requirements of AR 50-1, Biological Surety.
· Biosafety Level 3 facilities to support research involving hazardous biological agents. This facility must meet BSL-3 requirements stated at www.selectagents.gov (or any successor official federal Government website, regulation(s) or directives) that establishes BSL-3 requirements), and be registered with the Centers for Disease Control (CDC) to accept and ship specified hazardous biological agents in accordance with 42 Code of Federal Regulations (CFR), Part 72. The BSL3 facility must be certified to allow work with infectious agents such as Avian Influenza.
The contractor must provide and maintain proof of access or ownership and control throughout the contract period of performance.

8. Required Certifications. The IACMAC may require that Prime Contractors shall maintain at least one of the following four certifications throughout the duration of contract performance:
1) Capability Maturity Model Integration (CMMI) Level III (in either Development or Services) OR
2) A certification that is valid and current within the ISO 9001 Quality Certification standards OR
3) A certification that is valid and current within the ISO 27001 family of Information Technology Security standards OR
4) A certification that is valid and current for AS9100D Check the block to indicate your company certification(s).

9. Alternative certification. Do you suggest any alternative certification from those listed above, if so, what certification do you suggest and why?

10. Company Profile. Provide a company profile that succinctly describes your company, its history, headquarters and other office locations (excluding offices physically located on a government installation), average number of employees (broken out by 1) billable and 2) unbillable/overhead) and revenues for your most recent accounting year, the primary sector in which you operate and your primary customers, your primary lines of business, and other amplifying information that you believe demonstrates your ability to perform this IACMAC contract and provides the government a good snapshot of your company. Provide the number (or approximate percentage of total employees) of persons currently on staff holding scientific/engineering/technical/math degrees at the BS, MS and PhD levels. If your company has one or more affiliates, describe them, their primary lines of business and number of employees in each. If your company has participated in any types of federal contract teaming arrangements, list the type(s) you were a party to (example, mentor-protégé, joint venture, etc.).

12. Recent Capability / Capacity: Provide information on your existing or recent experience:
- Performance shall have begun within three (3) years of this RFI; and demonstrate at least six (6) months of performance.
- Identify scope focus area for each row, using nomenclature used in Question 11 above.
- All responses must be where you have acted as the Prime Contractor on the referenced contract or where you have acted as a subcontractor on the referenced contract.
- Do not provide Advisory & Assistance Services references, this type of work will not be considered responsive.
- Do not reference Ordering instruments and ordering vehicles—such as an Indefinite Delivery Indefinite Quantity (IDIQ) contract, Basic Ordering Agreement (BOA), or Blanket Purchase Agreement (BPA).
- When describing your capabilities be sure to clearly and concisely detail the depth and breadth of the R&D provided.
- Capability responses should be limited to 1/2 page.

13. If you made an offer in the original IACMAC or on the recent On-Ramp, what worked well on that Request for Proposal and what would you like to see changed in the RFP? How can we improve the solicitation or the requirement?

What contract vehicles have you seen HTRO used on and, from a bidding perspective in your opinion, what were the pros and cons?

15. For current IACMAC contractors, what is working well on the IACMAC vehicle and what would you like to see changed? For example:
· Are the available contract types working?
· How could Pool 3 Labs be more competitive? Should the minimum certification be reduced? Could the scope be broadened?

17. With regard to how offerors will be evaluated to receive a basic IDIQ contract award, provide your opinions on the IACMAC follow-on structure:
· Two separate pools, one unrestricted over certain dollar threshold, in which all awardees meet same qualifications, and the second being a SB set aside pool below a certain dollar threshold and SB awardees meet different qualifications than unrestricted pool (Current IACMAC setup);
· Single Pool, all awardees meet the same qualifications, and requirements below a certain dollar threshold set aside for SB; or
· Single Pool, SB awardees meet different qualifications to get into the Pool and can compete on all requirements, with requirements below a certain dollar threshold set aside for SB.
Provide pros and cons and examples of RFPs where used if possible.

18. The current IACMAC includes a partial small business set-aside based on a $15M requirements threshold. What do you think the SB set aside should be based on be for the follow-on acquisition?
· Dollar threshold? If so, please respond to Question 19, and state how might we ensure the dollar threshold remains appropriate for the length of the ordering period?
· TFAs? If so, which TFAs, and why?

20. What is a reasonably achievable subcontracting percentage that is based on ‘total obligated dollars’ – not total subcontracting dollars to apply to Large Business primes only? Please keep in mind the nature of the requirement (R&D) and that the subcontracting percentage is based on % of total obligated dollars contemplated under NAICS code 541715 with a size standard of 1000 employees. The Government would intend to apply a minimum SB subcontracting percentage requirement on large prime contractors only via use of a special contract requirement (Section H clause).
