About this file
This document is an addendum to a Request for Proposals (RFP) issued by the City of Fredericksburg, Virginia for the development of a Comprehensive Plan. The RFP seeks a consultant to provide a PowerPoint summary of the revised Chapter 2, conduct a planning process involving the Planning Commission as the steering committee, and potentially utilize AI-based software. The City is open to different concepts and variations from the current plan format. The consultant will be responsible for writing and advising on the requested sections. The small area planning process involves neighborhood meetings, public hearings, online outreach, and surveys. The City anticipates significant changes to the Residential Neighborhoods & Housing and Environmental Protection chapters, which may impact the Public Services, Transportation, and Business Opportunities chapters. The Historic Preservation chapter is not a primary focus, as it was recently updated. The RFP due date is February 16, 2024, at 2:00 PM EST.
The addendum provides clarification on the City's expectations for updating the Comprehensive Plan, including maintaining consistency with recent small area plan updates and state code requirements. The City staff, Planning Commission, and City Council will be the primary points of feedback and contact for the project. While the Economic Development and Historic Preservation chapters have been recently updated, they may be reviewed for editorial consistency. The updates to the Land Use chapters (10 and 11) are expected to be primarily editorial and formatting, with more substantive changes occurring during the subsequent neighborhood plan updates.

ADDENDUM NO.1 TO ALL BIDDERS:
Reference –RFP #24-0421 Commodity: Comprehensive Plan DUE DATE: February 16, 2024 – 2:00 P.M. EST
The following is a general summary of the questions asked at the pre-bid meeting, edited for clarity, along with the City’s responses.
1. Regarding the portion under Statement of Needs, there is a portion that states the RFP should identify and provide “a PowerPoint summary of the revised Chapter 2….” Is this asking that the RFP detail the process for this deliverable or is there another component that is requested for inclusion with the RFP?
A. The request is for a PowerPoint that summarizes the data updates to Chapter 2. The PowerPoint would be used when requesting the City Council (and Planning Commission) to consider Comp Plan amendments that incorporate the data updates.
2. Please provide any detail for the anticipated drafting and decision-making phase. Is there anticipation of a steering committee or will this be conducted through work sessions with the Planning Commission?
A. At this point, the Planning Commission is planned to be the project ‘steering committee’ with stakeholders invited to Commission meetings about specific topics.
3. Will you give the consultant access to your GIS system to build things such as implementation tracking tools out on your platform (rather than on a consultant platform)?
A. Yes
4. Are there any specific chapters that you feel may see significant changes in this process?
A. The Residential Neighborhoods & Housing and Environmental Protection Chapters are likely to be prime topics of discussion. The spin-offs from these topics are likely to impact the Public Services, Transportation, and Business Opportunities Chapters. The Historic Preservation Chapter is not proposed as a focus topic, as the rewriting of this chapter was adopted in 2021.
5. Is the City open to different concepts/variations of the plan that are different from how it exists in its current form?
A. Yes
6. Will the consultant be writing or advising on the requested sections in the RFP?
A. Yes
7. Is the City looking for software that utilize AI in this process?
A. Possibly, TBD
8. What are the outreach plans for the current small area plans and upcoming small area plans?
A. The small area planning process involves a series of neighborhood meetings as well as public hearings at the Planning Commission and City Council. Notice is provided on-line, emails, mailings, and notices in the local newspaper. Surveys have also been used depending on the topics and area.
9. How would we avoid confusion with messaging between the Comprehensive Plans and Small Area Plans?
A. By clearly describing what is being discussed.
10. What is our current mechanism for outreach?
A. City web-site, emails, mailings and notices in the local newspaper.
11. Please address the language in the state code changes (may and shall)?
A. State Code mandates for the Comp Plan shall be followed.
12. In relation to the Manassas Comp Plan noted in the RFP, who would be responsible for maintaining the plan for the City?
A. City staff, unless another option becomes apparent.
13. Who are the anticipated initial points of feedback (i.e. Steering Committee, Planning Commission, and City Council)?
A. City Planning staff (Chuck Johnston and Mike Craig), Planning Commission, City Council
14. Which chapters do you foresee changing the most/having the most major changes?
A. See answers to question 4.
15. Though the Historic Properties and Economic Development sections have been recently updated, can they still be reviewed and adjusted?
A. Yes, so as to be editorial consistent with the remaining chapters.
16. Who are the points-of-contact for the project on the City side?
A. See answer to question 13.
17. At the pre-bid meeting, when asked what areas they would anticipate may see significant changes in the updated plan, City staff mentioned several things, which included land use. Chapters 10 and 11 make up Part III: Land Use. However, Chapter 11 is made up of the Small Area Plans, which we are only reformatting for this process, and Chapter 10 serves as an intro to the City's land use planning process, which presumably would only be updated to match the Small Area Plans. Can the City provide clarification on whether there will be any changes envisioned to Chapter 10/11 or whether any changes to land use policies would need to live in other chapters (e.g., 7)?
A. At this point it is anticipated that changes to Chapters 10/11 would primarily be editorial /formatting. Chapters 3 through 9 address city-wide general policies. This city-wide focus is the purpose of this project. While changes to the city-wide polices may impact the neighborhood planning in Chapters 10 and 11, changes to these chapters would most appropriately be incorporated as each neighborhood plan is updated. However, depending on the changes to city-wide policies, this could be reconsidered.
