About this file

This is a Common Carrier Attestation document required by Pinellas County, Florida for the Concession Services – Luggage Cart Rental contract at St. Pete-Clearwater International Airport. The attestation serves as a mandatory affidavit confirming the contractor's compliance with Florida Statute 92.525 and Section 908.111, requiring the contractor to attest that it will not knowingly transport unauthorized aliens into Florida during the contract term, except to facilitate their detention, removal, or departure. An authorized representative of the contractor must sign the attestation under penalty of perjury and provide their Federal Work Authorization User Identification Number. The contract period runs for 60 months beginning February 27, 2026, with options to extend for two additional 12-month periods. Proposals are due by December 9, 2025, with a non-mandatory pre-conference and site visit scheduled for November 17, 2025.

The current incumbent vendor, Bagport America, LLC (doing business as Smarte Carte), has provided luggage cart rental services since 2005 and receives $500 monthly from the airport regardless of revenues collected. Pinellas County reserves the right to terminate the contract for cause if the contractor violates the Common Carrier Attestation. Proposers must demonstrate a minimum of five years of continuous successful experience operating luggage cart rental services at a small hub or larger commercial service airport in the United States. The financial proposal represents 30 percent of the total 1,000-point evaluation score, with pricing structured as a tiered percentage-based concession fee negotiated based on annual gross receipts outlined in Attachment A.
