About this file
This is a clauses incorporation document that lists Federal Acquisition Regulation (FAR) and Homeland Security Acquisition Regulation (HSAR) clauses incorporated by reference into a federal contract. The document serves as a reference guide rather than a substantive solicitation or contract requirement document.
The document contains a notice regarding a discrepancy between the System for Award Management (SAM) requirements and actual agency solicitation provisions, specifically noting that contracting officers will not consider or enforce paragraphs (a)(1)(vii) and (a)(1)(viii) of FAR 52.213-4 regarding simplified acquisitions. The bulk of the document comprises a comprehensive table listing approximately 60 FAR clauses and 3 HSAR clauses, each with its clause number, title, and effective date ranging from April 1984 to January 2025. The clauses address ethics and business conduct, employment requirements, environmental compliance, labor standards, property management, payment procedures, insurance, taxes, small business utilization, and other standard federal contracting obligations. Several clauses are noted with deviations effective in late 2025. The document provides links to access full clause text through the Federal Acquisition Regulation website, the Homeland Security Acquisition Regulation website, and the Revolutionary FAR Overhaul portal.

NOTICE:
“System updates may lag policy updates. The System for Award Management (SAM) may continue to require entities to complete representations based on provisions that are not included in agency solicitations. Examples include 52.213-4, Terms and Conditions—Simplified Acquisitions (Noncommercial).
Contracting officers will not consider the following representations when making award decisions or enforce requirements:
• Paragraphs (a)(1)(vii) and (a)(1)(viii) of 52.213-4, Terms and Conditions— Simplified Acquisitions (Noncommercial)
Entities are not required to, nor are they able to, update their entity registration to remove these representations in SAM.
