DEPARTMENT OF COMMERCE
REQUEST FOR INFORMATION
COMMERCE DATA HUB
PILOT PROGRAM
FOR
I. DISCLAIMER
The following information is provided in accordance with FAR 15.2, Exchanges with Industry Before Receipt of Proposals. The Government presents this Request for Information (RFI) to seek input from industry on the stated requirements and potential acquisition strategy. This is not a Request for Proposal (RFP) and offers will not be accepted. The Government will not make an award resulting from this RFI. Any information received in response will be used to inform a potential solicitation with the intent to make a Government contract award.
This RFI does not guarantee the release of a solicitation. Responses to the RFI will not be disclosed outside the Government; however, Respondents shall consider information received may be used to shape a future public solicitation and therefore avoid providing proprietary information that could otherwise be disclosed through the solicitation process. Responses to the RFI are voluntary and costs will not be reimbursed.
II. ACQUISITION CONCEPT OF OPERATIONS
The acquisition associated with this RFI contemplates issuance of an open solicitation under FAR 13.5, Simplified Procedures for Certain Commercial Products and Commercial Services, under which vendors may submit proposals for delivery of commercial data within the general subject areas identified in the draft Statement of Work (SOW). The Government anticipates that the solicitation may be open for up to 1 year with rolling due dates for proposal submission corresponding with the Government fiscal year. For example, in the event an open solicitation is posted in September 2023 the Government anticipates that the first due date for proposals would be December 31, 2023 with subsequent due dates on March 31, June 30, and September 30, 2024.
The award of contracts for this requirement will depend on the quality of proposals received, the assessed value of the proposed data sets relative to DOC mission, and the availability of funds.
The Government reserves the right to select all, some, one or none of the proposals received and/or to accept proposals in their entirety or to select only portions of proposals for award.
As an acquisition subject to FAR 13.5 the contract awards issued under the open solicitation may consist of Purchase Orders for awards under $250,000, Contracts for awards over $250,000, or Blanket Purchase Agreements subject to FAR 13.303.
The open solicitation contemplated will not result in any awards under a vendors existing contract such as a Federal Supply Schedule, Library of Congress, or other Government-wide contract. Awards under a vendors existing Government-wide contract will be subject to the solicitation procedures applicable to the Government-wide contract as contained in FAR 8.4 or FAR 16.5 as applicable.
III. INSTRUCTIONS FOR SUBMITING RESPONSES
NOTE: Respondents are requested to title the subject line of the email transmitting their response as follows: Insert Respondent Name_Response to Commerce Data Hub RFI
The Government invites industry to review the draft SOW and provide capability statements as requested below as well as comments on efficient and/or economical service delivery consistent with industry best practices.
The Department of Commerce expects the following information to be included in the Respondent’s capability statement:
• Description of the Respondent’s capability to deliver commercially available data sets.
• Identification of the specific subject areas to which the Respondent’s data sets are considered relevant.
• Identification of the Respondent’s capability to provide shared access to data across
Department of Commerce bureaus and offices.
• Identification of potential pricing structures and pricing packages associated with the
Respondent’s data sets.
• Identification of risks considered significant for contractor performance.
• Identification of additional information the government include in a solicitation to provide industry with sufficient knowledge to respond to a future solicitation.
• A list of Federal Supply Schedule (FSS) contracts and/or other government wide ordering vehicles the Respondent holds under which their specific data sets can be procured.
• Identification of successful efforts by the Respondent to provide its data sets to other organizations (Federal or Non-Federal) including name of client and/or contracting activity; contract number; contract type; period of performance, total contract value, and total dollar value; Contracting Officer and Contracting Officer Representative name, telephone number and email address.
Responses are limited to 15 pages excluding cover page/letter. Responders shall include the information requested below in their cover page.

After a review of responses, the Government may at its discretion contact one, more than one, all or none of the respondents to obtain additional information necessary to determine Respondent capabilities and/or to obtain clarification on information provided.
IV. CONFIDENTIALITY
The Government will not directly disclose or distribute information received in response to this RFI. However, the Government reserves the right to use information provided to develop the requirements and acquisition strategy process which will be publicly released. Any such information used in this manner will be publicly disclosed. No proprietary, classified, confidential, or sensitive information should be included in your response. The Government reserves the right to use any non-proprietary technical information in any resultant solicitation(s). The Government will not use information provided in this response for evaluation purposes.
V. DUE DATE AND TIME FOR SUBMITTING QUESTIONS & RESPONSES
