About this file

This document is a job aid that provides instructions for vendors on how to revise their quotes in COMMBUYS, the Massachusetts state procurement website, after a bid has been closed. The buyer may request a quote revision for various reasons, such as needing clarification or additional information, requesting a Best and Final Offer (BAFO), or correcting an error in the vendor's original quote. Vendors with Seller privileges in COMMBUYS can access revision requests through the Vendor Communications tab and make changes to their quotes through the Quotes tab. The instructions detail the step-by-step process for locating, reopening, revising, and resubmitting quotes that require changes.

The related state and local contract opportunity is for the Massachusetts Department of Environmental Protection (MassDEP) to obtain supplies, maintenance, and repair services for two HAPSITE gas chromatographs/mass spectrometers. This is a 4-year contract intended to support MassDEP's statutory mandate to investigate locations and sites contaminated by oil or hazardous materials. No further details are provided regarding pricing, set-asides, incumbent vendors, funding sources, or other salient information.

Job Aid:

Revising a Quote in COMMBUYS after a Bid Has Closed

This Job Aid shows how to:

· Respond to a quote revision request sent by a buyer after a bid has closed Of Special Note:

Buyers may submit revision requests for various reasons:

· Clarification or additional information is needed

· A Best and Final Offer (BAFO) is requested

· An error in your quote needs correcting (e.g. “No Bid” must be changed to “No Charge” for a specific line item for awarding purposes)

If a buyer requests a revision to your quote, you will be notified through a COMMBUYS-generated email. If the buyer attached any files to the revision request, it will be found within the Revisions tab in COMMBUYS, not the COMMBUYS-generated email. You must save changes by clicking Save & Continue on the tab where the edit was made.

Quotes in COMMBUYS may not be revised after the Bid Opening Date except at the buyer’s request.

Only users with Seller privileges can revise a quote in COMMBUYS. These instructions assume the logged in user has Seller credentials.
