About this file
This document is a Notice of Intent to award a single-source purchase order for Business Cable, Internet and Ethernet Services from the Department of the Air Force, 87th Contracting Squadron at Joint Base McGuire-Dix-Lakehurst, New Jersey.
The 87th Contracting Squadron intends to award a single-source purchase order to Comcast of Garden State L.P., located at 1250 Berlin Road, Cherry Hill, New Jersey 08034-1401. The USAF Expeditionary Center at JB-MDL requires Business Cable, Internet and Ethernet Services. The contracting officer justifies single-source selection based on Comcast's status as the incumbent provider and installer of the existing cable television network infrastructure throughout the base. The document states that replacing Comcast's services would require substantial re-cabling of each facility, making replacement technically infeasible and economically inefficient. While Verizon New Jersey received a franchise agreement in December 2006 to provide services in Burlington County, the document notes that awarding to any alternative provider would still require new infrastructure installation. Market research concluded that only Comcast of Garden State L.P. is available as a responsible source at this time.
Interested parties are required to submit capability statements not exceeding five pages (8.5 x 11 inches) using 10-point minimum font, including technical data and cost information demonstrating capability to provide the required services. Responses must be submitted by email only as Microsoft Word or Adobe PDF attachments by 5:00 pm Eastern Standard Time on August 14, 2026, to Jeramiah.Birdsong.2@us.af.mil, Sarah.Brown.53@us.af.mil, or lizbette.zalybniuk.1@us.af.mil. The government retains sole discretion to determine whether to conduct a competitive procurement or proceed with the single-source purchase order based on responses received.

DEPARTMENT OF THE AIR FORCE
87TH CONTRACTING SQUADRON
JOINT BASE MCGUIRE-DIX-LAKEHURST NJ
5 Aug 2026
MEMORANDUM FOR BUSINESS CABLE, INTERNET AND ETHERNET SERVICES
Attn: Comcast of Garden State L.P 1250 Berlin Rd Cherry Hill, NJ 08034-1401
FROM: 87 CONS/PKB
2402 Vandenberg Avenue Joint Base McGuire-Dix-Lakehurst, NJ 08641
SUBJECT: Notice of Intent to solicit to Comcast Garden State L.P
The 87th Contracting Squadron intends to award a single source purchase order to Comcast of Garden State L.P., located at 1250 Berlin Rd Cherry Hill, NJ 08034-1401under the authority of RFO 13.106-1(b) Soliciting From A Single Source. The USAF Expeditionary Center at JB-MDL requires Business Cable, Internet and Ethernet Services.
This notice of intent is not a request for competitive proposals, and no solicitation document exists for the requirement. Sources interested in responding to this notice are required to submit a capability statement that includes technical data and cost information, sufficient detail and with convincing evidence that clearly demonstrates the capability to provide the required hardware and software. Capability statements shall not exceed 5 (8.5 x 11 inch) pages using a font size no smaller than 10-point. All capability statements received by the closing date of this notice will be considered by the Government. A request for documentation or additional information or submissions that only ask questions will not be considered as an affirmative response. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed with a single-source purchase order.
The following is a statement of the contractor’s unique qualifications and why the nature of this acquisition requires the use of the authority cited above:
COMCAST of Garden State, L.P. is the incumbent Cable Television service company that currently provides all labor, equipment and supplies to maintain the existing infrastructure located on Joint Base, McGuire-Dix-Lakehurst. COMCAST of Garden State, L.P. installed the existing Cable TV network throughout JB-MDL. Replacing the existing cable television service with another cable or digital provider would be extremely time-consuming, costly and would require new infrastructure, to include re-cabling each facility. This requirement is not technically feasible for satellite-based TV programming providers. Accordingly, COMCAST of Garden State L.P. is the only firm capable of providing Cable TV services without JB MDL experiencing substantial duplication of cost that could not be expected to be recovered through competition and unacceptable delays in fulfilling its requirements. Title 47, United States Code 541 (a)(1) states that a franchise authority may award more than one franchise within its jurisdiction, JB MDL has historically awarded only one franchise agreement to COMCAST of Garden State, L.P. However, it was not until December 2006 that the NJ Board of Public Utilities awarded a system-wide franchise agreement to Verizon New Jersey to provide services in Burlington County which had previously been restricted to COMCAST of Garden State. However, as with other providers, awarding to another company would require new infrastructure, to include re-cabling each facility.
Due to the market research conducted, there is reasonable evidence that only one responsible source is available to respond to this requirement at this time: COMCAST of Garden State, L.P. Based on these findings, a shorter period of issuance has been established in accordance with RFO 5.203(a)(1).
Responses are due by 5:00 pm Eastern Standard Time, 14 August 2026. Responses shall be submitted by email ONLY as a Microsoft Word or Adobe PDF attachment to the following address(es): Jeramiah.Birdsong.2@us.af.mil, Sarah.Brown.53@us.af.mil, lizbette.zalybniuk.1@us.af.mil”
