About this file
This is a Questions and Answers document dated July 13, 2026, issued as Amendment 2 to solicitation COMBO-AFRL-RIZ-2026-0009. The document provides clarifications and responses to vendor inquiries regarding the procurement of two (2) explosive-resistant friction ovens by the Air Force Research Laboratory (AFRL) at Wright-Patterson Air Force Base, Ohio. The specific content of the questions and answers is referenced as an attachment titled "Questions and Answers - 12 July 2026" but is not provided in the available materials. This amendment supplements the original solicitation and a previous amendment issued on July 7, 2026.
The underlying solicitation is a 100% small business set-aside Request for Quotation (RFQ) under NAICS code 333994 (Industrial Process Furnace and Oven Manufacturing) for commercial items. Offerors must meet all specifications outlined in the Minimum Requirements Document dated April 26, 2026, to be considered technically acceptable. Award will be made to the responsible offeror offering the lowest price among technically acceptable quotes. Delivery of both units is required to Eglin Air Force Base, Florida (2306 Perimeter Road, Building 1247), as soon as possible on an FOB Destination basis. The procurement is governed by the Revolutionary FAR Overhaul Part 12 provisions for commercial products and services.

QUESTIONS AND ANSWERS
1. What is the heating rate / cooling rate control requirements (For Example: 1 deg f/min or o.1 deg f/min)?
There is no current specified heat rate, but the current ovens (both friction air and steam) can do ~10 C/min. The requirement would be something comparable.
2. How are materials heated currently?
Currently both steam and friction air ovens are utilized. The steam ovens are fed by 15 psig saturated steam, but going forward the intention is to avoid steam.
3. Is there room for ancillary equipment outside of the Class 1 / DIV 1 threshold and how far from this space would the oven be installed?
There are limited areas outside the Class 1, Division 1 room. These are areas are currently utilized nearly to capacity and are up to ~100 ft away from the installation location.
4. Do these ovens need to be Class A? What is the solvent equivalent and quantity for make up air requirement calculation?
Yes, the ovens need to be Class A (internal) and rated for placement in a Class 1, Division 1 room. There is not a firm solvent requirement, however, in a likely worst case scenario, up to 1 L of acetone at 60 C could be placed to dry in a batch-wise fashion.
5. Will intrinsically safe sheathed heaters satisfy the requirement or is friction heat generation a firm requirement?
This approach would be considered if intrinsically safe sheathed heaters can provide adequate heat transfer without exposing the air stream (and any entrained dust) to high temperatures.
