3. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Additionally, the Government will utilize simplified procedures in accordance with FAR Part 13.
4. This combined synopsis/solicitation is issued as a Request for Quotation (RFQ) with solicitation number FA441722QA002.
5. The solicitation document and incorporated provisions and clauses are those in effect through
Federal Acquisition Circular 2021-07 effective 10 Sep 2021, Defense Federal Acquisition
Regulation (DFAR) Change 29 September 2021, and Air Force Acquisition Circular 2021-0726 effective 29 Sep 2021.

7. The contractor shall provide all management, tools, supplies, equipment, labor, training, personnel and transportation necessary to perform Wet Chemical Maintenance in accordance with the Statement of Work (SOW) dated 11 August 2021. 8. Addendum to FAR Provision 52.212-1, Instructions to Offerors – Commercial Items (SEP
2021) applies to this acquisition and the following addendum applies:
The following words stating “offer”, “offeror”, and “proposal” are replaced with “quotation”, “vendor”, and “quote”.
Paragraph (a) first sentence revised as follows: “The NAICS code and small business size standard for this acquisition appear above.”
Paragraph ( c ) first sentence revised as follows: “The vendor agrees to hold the prices in its quote firm for 60 calendar days from the date specified for receipt of quotes, unless another time period is specified in an addendum to the quote.”

Part I – Price Submission
1. Submit pricing and company information on separate attachment.
2. Complete the necessary fill-ins and certifications in the Contract Clauses section. The provisions FAR 52.212-3 and FAR 52.204-24 shall be returned along with the quote. If the quoter has completed all representations and certifications contained in this solicitation in their
SAM registration, the quoter shall state so.
Part II – Technical Submission
Quoters shall provide the following information in their technical submission:
1. Documentation of trained technicians with factory certification (Paragraph 1.3.1 of the PWS)
2. Ability to respond to emergency service requests within 12 hours (Paragraph 1.8.1 of the
PWS)
3. Any other documentation proving ability to perform the required services.

9. The provision at FAR 52.212-2, Evaluation – Commercial Items (OCT 2014) and addendum applies to this acquisition. Pursuant to FAR 12.602 contract award will be made using
Simplified Acquisition Procedures in accordance with FAR 13. Award will be made to the lowest priced responsible quoter whose submission is determined to be technically acceptable and whose price is determined to be fair and reasonable.
IAW FAR 52.217-8, Option to Extend Services, offers total evaluated price (TEP) will be used for evaluation of the price quoted. The TEP will be calculated as follows: TEP=Base Period
(CLINs 0001-0003) + Option Period 1 (CLINs 1001-1004) + Option Period 2 (CLINs 2001-
2004) + Option Period 3 (CLINs 3001-3003) + Option Period 4 (CLINs 4001-4003) + Option to
Extend Services IAW FAR 52-217-8 at half the quantities of CLINs 4001-4003.
10. FAR Provision 52.212-3, Offeror Representations and Certifications – Commercial Items
(Feb 2021) applies to this acquisition.

2018), applies to this acquisition with the following Addendum: Paragraph (c) of this clause is tailored as follows: Changes in the terms and conditions of this contract may be made only by written agreement of the parties with the exception of administrative changes, such as changes in the paying office, appropriations data, etc., which may be changed unilaterally by the
Government.

FAR 52.217-5 Evaluation of Options (Jul 1990)
Except when it is determined in accordance with FAR 17.206(b) not to be in the Government’s best interests, the Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. Evaluation of options will not obligate the Government to exercise the option(s). For the Evaluation of the option price pursuant to FAR
Clause 52.217-8, Option to Extend Services, 50% of the price(s) proposed for the last option period will be included in the total evaluation price (TEP).

FAR 52.217-8 Option to Extend Services. (Nov 1999)
The Government may require continued performance of any services within the limits and at the rates specified in the contract. These rates may be adjusted only as a result of revisions to prevailing labor rates provided by the Secretary of Labor. The option provision may be exercised more than once, but the total extension of performance hereunder shall not exceed 6 months. The
Contracting Officer may exercise the option by written notice to the Contractor within 30 days.
FAR 52.217-9 Option to Extend the Term of the Contract (Mar 2000)
(a) The Government may extend the term of this contract by written notice to the Contractor within 30 days; provided that the Government gives the Contractor a preliminary written notice of its intent to extend at least 60 days before the contract expires. The preliminary notice does not commit the Government to an extension.
(b) If the Government exercises this option, the extended contract shall be considered to include this option clause.
(c) The total duration of this contract, including the exercise of any options under this clause, shall not exceed 60 months.
