STATEMENT OF WORK
FOR
MAINTENANCE AND SERVICING OF WET CHEMICAL SYSTEMS
11 AUGUST 2021
1. DESCRIPTION OF SERVICES. The contractor shall provide all tools, supplies, equipment and labor necessary to maintain and service wet chemical systems in cooking hoods Semiannually at Hurlburt Field, Fl.
Service will be performed semiannually (2 maintenance services per year) IAW NFPA 96 and the manufacturer’s specifications.
1.1 PLACE OF PERFORMANCE. Locations of wet chemical systems are as follows:

1.1.1 WET CHEMICAL. The contractor shall use only new, unopened containers of Wet Chemical on this contract. Containers shall be maintained under recommended conditions, be fully in compliance with manufacturer’s specifications and 100% fit for use in the system. Containers shall not be opened until the system is ready to be recharged.
1.1.2 EXPELLANT GAS. Contractor shall check the amount or the pressure of expellant gas to ensure that it is sufficient for the proper operation of the system.
1.1.3 ACCESS. System access for inspection or maintenance which requires opening panels in fire chases, ducts, or both, shall not be permitted while any appliance(s) or equipment protected by that system is in operation.
1.2. RECHARGE.
1.2.1. After any discharge, or if insufficient charge is noted during an inspection or maintenance procedure, the following procedures shall be conducted in accordance with the manufacturer’s listed installation and maintenance manual:
1.2.1.1. System shall be properly recharged.
1.2.1.2. System shall be placed in the normal operating condition
1.2.1.3. Piping shall be flushed in accordance with the manufacturer’s recommended instructions (only following a discharge)
1.3. MAINTENANCE.
1.3.1. Maintenance shall be conducted semiannually IAW the manufacturer’s installation and maintenance manual.
1.3.2. Only trained technicians who have received factory certification shall be allowed to service the wet chemical fire extinguishing system. The maintenance and recharge service shall be done IAW the applicable manufacturer’s installation, maintenance manual and any current published service bulletins. The contractor shall maintain current manufacturer servicing documentation on the systems covered by this SOW.
1.3.3. Conditions such as, but not limited to, corrosion or pitting in excess of the manufacturer’s limits;
structural damage or fire damage; or repairs by soldering, welding or brazing; identified during semiannual maintenance or discharge servicing of any wet chemical containers or system components shall be documented and submitted in writing to the Authorized Government Representative. The affected part(s) shall be replaced or hydrostatically tested IAW recommendations of the manufacturer or the listing agency after coordination with the 1 SOCES Authorized Government Representative. If soldering, welding or brazing is required to be performed to repair the system, the contractor shall acquire a burn permit from the fire department before commencing burn operations.
1.3.4. All wet chemical systems shall be tested during the semi-annual maintenance or discharge maintenance.
Testing shall include the operation of the detection system signals and releasing devices, manual station testing for each associated station and testing of other associated ancillary equipment.
1.3.5. Defective parts found during any maintenance which the contractor determines may cause an impairment or failure of proper operation of the system(s) shall be replaced or repaired IAW manufacturer’s recommendations.
1.3.6. Wet chemical system shall have a tag or label securely attached, indicating the month and year the maintenance is performed and identifying the person performing the service. Only the current tag or label shall remain in place.
1.3.7. Fixed temperature-sensing elements of the fusible metal alloy type shall be replaced semiannually from the date of installation. They shall be destroyed when removed.
1.3.8. The year of manufacture and date of installation of the fixed temperature-sensing element shall be marked on the system inspection tag. The tag shall be signed or initialed by the installer.
1.3.9. Fixed temperature-sensing elements other than the fusible metal alloy type shall be permitted to remain continuously in service such as blow-off caps, provided they are inspected and cleaned or replaced if necessary IAW the manufacturer’s instructions every 12 months or more frequently to ensure proper operation of the system.
1.4. RECHARGING.
1.4.1. All extinguishing systems shall be recharged after use or as indicated by an inspection or maintenance procedure.
1.4.2. Systems shall be recharged IAW the manufacturer’s listed installation and maintenance manual.
1.5. HYDROSTATIC TESTING
1.5.1. Systems requiring hydrostatic testing during this contract period are identified in paragraph 1.1 of this SOW. The following parts of wet chemical extinguishing systems shall be subjected to a hydrostatic pressure test at intervals not exceeding 12 years:
a. Wet chemical containers
b. Auxiliary pressure containers
c. Hose assemblies
d. Exception No. 1 – auxiliary pressure containers not exceeding 2 inch (0.05m) outside diameter and less than 2 feet (0.6m) in length.
e. Exception No. 2 – auxiliary pressure containers bearing the DOT “3E” marking
1.5.2. No leakage, rupture, or movement of hose couplings shall be permitted.
1.5.3. The test procedure shall be IAW the manufacturer’s detailed written hydrostatic test instructions.
1.5.4. Wet chemical agent removed from the containers prior to hydrostatic testing shall be discarded.
1.5.5. To protect the hazard during hydrostatic testing, if there is no connected reserve, alternate protection shall be provided by contractor.
1.6. REIMBURSABLE PARTS.
1.6.1 Parts required for semiannual inspection shall be included in the cost of inspection price. Additional repairs and maintenance found during the semiannual inspection shall be submitted to the government as part of the inspection report. The contractor shall also submit an estimate listing labor rate to be charged, estimated hours, and itemized parts with pricing from a manufacturer’s source in order for the Contracting Officer or 1 SOCES Authorized Government Representative to approve in accordance with paragraphs 1.6.2 through 1.6.7 below. The notice to proceed will be given after prices have been determined fair and reasonable by the Contracting Officer or Authorized Government Representative.
1.6.2 Contractor Purchased Items. The contractor will be reimbursed at invoice cost for parts required to replace defective items which are beyond economical repair. The contractor shall submit a cost estimate to the Contracting Officer for written approval prior to procurement/purchase and installation of parts subject to reimbursement. The cost estimate shall include a description of the defective component being replaced and the estimated cost of the replacement item(s) to include associated labor costs. If the cost of the parts and or equipment exceeds $3,000 (not including labor), then the contractor shall provide the Contracting Officer with three cost estimates for the part(s) and receive approval from the Contracting Officer before proceeding further.
1.6.3 Equipment Repair. The contractor shall provide an emergency contact number for twenty-four hours a day, seven days for equipment troubleshooting and repair. The contractor shall provide a 4 hour telephone response time to troubleshoot the system. If they are unable to resolve the system issues over the phone, then the contractor shall be required to provide a technician on-site within 4 hours if the CE Authorized Government Representative determines the system is mission essential. The contractor will not be required to keep spares on hand.
1.6.4 Broken and Malfunctioning Equipment. If during the course of the preventative maintenance the contractor discovers a broken piece or malfunctioning equipment, they will first get approval from the 1 SOCES Authorized Government Representative prior to any repairs being made. If a piece of equipment needs to be repaired the contractor will remove the equipment and sign AF Form 1297 (Attachment 1) taking custody of the item. The contractor shall be responsible for shipping and receiving the equipment to/from the repair facility, this also includes all parts. For individual repair exceeding $3,000.00 the contractor will provide a repair cost estimated to the 1 SOCES Authorized Government Representative for approval. The 1 SOCES Authorized Government Representative may request a temporary working solution depending on the nature of the issue.
1.6.5 Replacement Equipment: If a repair of equipment exceeds 75 percent of the replacement cost the contractor shall replace the item. Installation of any new equipment is also subject to no change in overall operational control or performance. Any new equipment purchased by either party will be added to the current maintenance agreement as long as it doesn’t degrade or cause potential damage/harm to the existing equipment.
Replacement equipment procured by contractor will become the property of the government once the invoice has been paid. The 1 SOCES Authorized Government Representative will updated the equipment listing and provide an updated listing to the contractor.
1.6.6. Equipment Ordering Procedures. The contractor shall submit replacement equipment costs to the 1 SOCES Authorized Government Representative for approval prior to ordering. For any piece of replacement equipment exceeding $3,000.00 the contractor shall provide the 1 SOCES Authorized Government Representative and Contracting Officer 3 quotes and receive approval from the Contracting Officer before proceeding further
1.6.7 Deliverables. All deliverables must meet professional standards and meet the requirements set forth in contract documentation. The contractor will be responsible for delivering all end items specified.
1. 7. REPORTS.
1.7.1. The contractor shall submit complete reports of all maintenance and servicing accomplished within 10 calendar days to the Contracting Officer or 1 SOCES Authorized Government Representative. The reports shall include a record of conditions found, repairs, recharging, and al replacement parts used.
1.8. EMERGENCY SERVICE.
1.8.1 The contractor shall provide emergency services within 12 hours to repair damaged system as determined by the government. For purposes of this SOW, an emergency situation is defined as any condition that requires immediate action to eliminate life or serious injury hazards to personnel, prevent loss or damage to government property or restore essential services.
1.9. CLEANUP AND DISPOSAL.
1.9.1 All equipment, tools, and debris shall be picked up and removed at the end of each workday and at the completion of work. All materials removed shall become property of the contractor and shall be disposed of off base. The contractor shall coordinate the disposal of hazardous waste chemicals and hazardous materials with the 1 SOCES Environmental Element prior to transporting waste off-base.
1.9.2 The contractor is required to familiarize their employees with spill procedures, fire suppression systems and Material Safety Data Sheets for all materials used and/or stored at the project site. In the event of an oil, fuel or chemical spill, the contractor shall immediately notify the Hurlburt Field Fire Department by calling
911. The contractor shall also notify the Contracting Officer (CO) and provide a detailed, written spill report to the contracting office for 1 SOCES/CEIE within 24 hours describing the events of the release. Costs incurred from contractor related spills are the responsibility of the contractor. The contractor shall reimburse any government cost associated with spill response and clean-up.
1.9.3 The contractor shall provide and maintain spill containment equipment, sufficient in both type and quantity, at all sites involving the storage, use or handling of hazardous waste and hazardous materials. The type of spill equipment and quantity required will be identified in the contractor’s site specific contingency plan. Equipment and materials must be adequate to contain any release and secondary containment must be in use as required.
2.0. GENERAL INFORMATION.
2.1. Contract Manager. The contractor shall provide a contract manager who shall be responsible for the performance of the work.
2.2. CONTRACT EMPLOYEES: The contractor shall not employ persons for work on this contract if such employee is identified to the contractor by the contracting officer as a potential threat to the health, safety, security, general well-being or operational mission of the installation and its population.
2.2.1. Contractor personnel shall present a neat appearance and be easily recognized as contractor employees.
This shall be accomplished by the wearing of approved badges, which shall contain at least the company’s name and employee’s name. Badges shall be of sufficient size and shall be worn by employees in such a standardized manner as to be clearly visible.
2.2.2. The contractor shall not employ any person who is an employee of the U.S. Government if employing that person would create a conflict of interest. Additionally, the contractor shall not employ any person who is an employee of the Department of the Air Force, either military or civilian, unless such a person seeks and receives approval according to DoD Directive 5500.7 “Standards of Conduct”. The contractor shall not employ any person who is an employee of the Department of the Air Force if such employment would be contrary to the policies of AFI 64-106.
2.2.3. Employee Training: All training/qualification/certification required of contractor personnel shall be furnished by the contractor.
2.4. HOURS OF OPERATION
2.4.1. Normal Hours of Operation. The contractor shall perform the services required under this contract during the following hours: Monday through Friday 0700 hrs to 1600 hrs. Any requirement that cannot be met during these hours shall require prior approval by the contracting officer.
2.4.2. Holidays. The contractor shall not be required to work during the listed holidays:

If the holiday falls on a Saturday, it is observed on the proceeding Friday. If the holiday falls on a Sunday, it is observed on the following Monday.
2.4.3 Support During Other Than Normal Duty Hours. Unforeseen mission requirements, hurricane preparation and recovery may require the contractor to occasionally perform during other than normal duty hours. These requests will be limited to bona-fide emergencies such as Hurricane prep and recovery. Requests for extended support will be submitted through the Contracting Office.
2.5. Re-performance of Service. When service performed does not conform to contract requirements, the contractor shall perform or re-perform the service in conformity with contract specifications at no additional cost to the government.
2.6. Government Remedies. The contracting officer shall follow FAR 52.212-4(a), Inspection and Acceptance Clause, for contractor’s failure to perform satisfactory services or failure to correct non-conforming services.
2.7. CONSERVATION OF UTILITIES. The contractor shall make sure all employees practice utility conservation. The contractor shall be responsible for operating under conditions that prevent the waste of utilities to include:
2.7.1. Lights shall be used only in areas where work is actually being performed.
2.7.2. Employees shall not adjust mechanical equipment controls for heating, ventilation, and/or air conditioning systems.
2.7.3. Water faucets or valves shall be turned off when not in use.
2.7.4. Hazardous Waste and Materials Handling. The contractor shall ensure that all employees handling hazardous waste and materials perform their duties IAW all state, federal and local environmental rules and regulations to include the Hurlburt Field Hazardous Waste Management Plan. The contractor shall coordinate the disposal of hazardous waste chemicals and hazardous materials with the 1 SOCES Environmental Element prior to transporting waste off-base.
2.8. Contractor/Employee Base Pass and Identification, Special Clearances, and Vehicle Passes.
The contractor shall obtain base identification and vehicle passes, if required, for all contractor personnel who make frequent visits to or perform work on the Air Force installation(s) cited in the contract. The Security Police Pass and Identification Office, located in building 90210, issues these forms. Contractor personnel are required to wear or prominently display installation identification badges or contractor-furnished contractor identification badges while visiting or performing work on the installation.
The Contractor shall be required to complete the following forms (to be provided at the pre-performance conference) in order for employees to gain access to the installation:
a. Contractor Employee Listing
b. Hurlburt Field Contractor Access Badge Affidavit (CAB)
c. Department of Homeland Security Form I-9 (DHS I-9)
2.8.1. The Contractor Employee List. This form shall list every employee requiring access. Once completed, email the list to the customer in EXCEL or WORD format.
2.8.1.1. Upon notification that the Employee List has been forwarded to the Visitor Control Center, the other two forms (DHS I-9 & CAB) shall be completed and hand carried to the Visitor Control Center by the employee. If everything is in order, they will receive a contractor badge. If an employee will be driving on Hurlburt Field they are required to provide a valid driver’s license, vehicle registration, and proof of insurance.
NOTE: The section of the Visitor Control Center administrating this function is closed after 1400 (2:00 p.m.), therefore, employees must arrive prior to this time in order for their documentation to be processed.
2.8.1.2. During performance of the contract, the contractor shall be responsible for obtaining required identification for newly assigned personnel and for prompt return of credentials and vehicle passes for any employee who no longer requires access to the work site.
2.8.1.3. When work under this contract requires unescorted entry to controlled or restricted areas, the contractor shall comply with AFI 31-101, Volume 1, The Air Force Installation Security Program, and AFI 31-501, Personnel Security Program Management, as applicable.
2.9. Physical Security. The contractor shall ensure no government owned or controlled real or personal property is damaged during any service provided under the contract. The contractor will be responsible for the repair or replacement of any government property damaged by the contractor at no expense to the government.
2.10. Driving License/On-base Requirements. The contractor and employees shall comply with base traffic regulations at all sites. The contractor shall ensure employees have a current and valid state/country driver’s license and government license for the type of vehicle being driven before allowing the employee to operate a government vehicle or personal vehicle on Hurlburt Field, Florida. Government vehicle licenses may be obtained through the appropriate base Transportation Squadron and unit vehicle control officer.
