FAR 12.603 Combined Synopsis/Solicitation

1. This is a combination synopsis/solicitation for commercial lodging services prepared in accordance with the format at FAR Subpart 12.603, as supplemented with additional information included in this notice. The Government intends to establish Firm Fixed Price Blanket Purchase Agreements (FFP BPA) without discussion. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.

In accordance with National Guard Bureau BPA establishment guidelines, the intent of this solicitation is to establish agreements with at least two, but no greater than ten, suppliers in order to provide maximum practicable competition and establish alternative sources when one contractor declines to accept an individual call. Quotes will be evaluated, and one or more pre-priced BPAs will be established with vendors offering the most reasonable prices and terms. Issuance of BPA Calls will be rotated among BPA holders to the greatest extent practicable.

2. This solicitation W50S6N24QA015 is issued as a request for quotation (RFQ). Quotes must be valid 60 calendar days after the close of the solicitation.

3. Clauses/Provisions: The incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2024-05. All can be found in full text at www.acquisition.gov/.

4. This solicitation is full and open with no set-asides. See SAM posting details for NAICS classification information.

5. Line Item Structure: CLIN0001 – Provision of hotel rooms for personnel lodging

Unit of Issue: EACH

6. Description of Requirement: See separately attached Statement of Requirement (SOR) document.

7. Delivery Date(s) and Quantities: To be specified at each BPA Call

Delivery Location: See separately attached PWS document.

8. The provision at 52.212-1, Instructions to Offerors-Commercial Products and Commercial Services, applies.

9. The provision at 52.212-2, Evaluation-Commercial Products and Commercial Services does not apply. Evaluation will be in accordance with the procedures at FAR 12.602 and 13.106-

2. All offers will be comparatively evaluated to determine best value considering price, technical capability, and past performance.

- Please submit your best price PER ROOM PER NIGHT.

FAR 12.603 Combined Synopsis/Solicitation

- Technical capability will be assessed using inspection procedures and criteria described within the Statement of Requirement.

- Past Performance will be evaluated in accordance with the procedures at FAR 13.106- 2(b) and will rely heavily on the contracting officer’s and/or requiring activity’s direct individual knowledge of and previous experience working with a perspective offeror, as well as any CPARS, FAPIIS, and SPRS system ratings. Lack of relevant past performance will be rated as neutral and will not constitute an unfavorable rating.

10. The provision at 52.212-3, Offeror Representations and Certifications-Commercial Products and Commercial Services, applies. Any self-certifications not in SAM registration are required to be submitted by completing the clause information. If your SAM registration information IS current, then the completion of this clause is not needed.

11. The clause at 52.212-4, Contract Terms and Conditions-Commercial Products and Commercial Services, applies.

12. The clause at 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Products and Commercial Services, applies.

13. Additional BPA requirements and/or terms and conditions are found at the BPA Terms document, as well as the clauses and provisions listing posted as separate attachment with this solicitation.
