MEMORANDUM FOR ALL PROSPECTIVE CONTRACTORS

SUBJECT: Request for Quotation, FA441721QAR05, Vessel Repair and Maintenance

1. The 1st Special Operations Contracting Squadron intends to establish a single or multiple Blanket Purchase

Agreements (BPAs) against which to place orders for recurring inspection/diagnostics and repair services for

Vessels included in the Statement of Work. A BPA is not a contract, but an agreement that establishes the price and terms and conditions of future orders/calls. The BPA will have an individual call limit of $25,000.00 and a maximum ceiling of $249,900.00. This agreement does not obligate the Government, only calls made from authorized callers will obligate the Government.

Hourly rates in accordance with the attached Statement of Work for CLINs 0001 and 0002 below are being requested:

3. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal

Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice.

This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Additionally, the Government will utilize simplified acquisition procedures in accordance with FAR Part 13.

4. This combined synopsis/solicitation is issued as a Request for Quotation (RFQ) with solicitation number

FA441721QAR05. This requirement is a total small business set-aside.

5. The solicitation document and incorporated provisions and clauses are those in effect through Federal

Acquisition Circular 2021-07, effective 10 September 2021, Defense Acquisition Circular 8/30/21 effective 24 May

30 Aug 21, and Air Force Acquisition Circular 2021-0726 effective 26 July 21.

6. In accordance with FAR 19.502-2, a Total Small Business Set-Aside. North American Industry Classification

System (NAICS) code for this solicitation is 811490 – Other Personal and Household Goods Repair and

Maintenance with a size standard of $8M.

7. The contractor shall provide all management, tools, equipment, supplies, and labor necessary for vessel repair and maintenance. The projected period of performance of the agreement is 26 October 2021 through 25 October

2026. Work shall be performed at the contractor’s location.

8. The provision at FAR 52.212-1, Instructions to Offerors - Commercial Items (Jul 2021), applies to this acquisition. Addendum to FAR 52.212-1: Please review the attachments and fill out and return Attachment 4 –

Price List and Attachment 5 - Service Information. At a minimum, price lists submitted shall include pricing for repair services for CLINs 0001 and 0002 listed on the chart above. If there are other individually priced items/services, you anticipate that would be required to be priced on an approved price list to be used in any subsequent BPA call, please add those items/services and associated pricing on an additional page.

9. The provision at FAR 52.212-2, Evaluation - Commercial Items (Oct 2014), and the addendum, applies to this acquisition. Addendum to FAR 52.212-2: The Government may award a BPA resulting from this solicitation to responsible quoters whose quotes conforming to the solicitation will be most advantageous to the Government, considering price and other factors. Other factors include distance from Hurlburt Field, ability to water test vessels, and certification status of mechanics. Upon receipt of your quote, the Government will review your pricing and responses to Attachment 5 – Service Information, and if determined best value based on the factors above, may enter into an agreement for the requested services.

Exchanges: The government intends to award a purchase order without exchanges with respective vendors/quoters.

However, Government reserves the right to conduct exchanges if deemed in its best interest.

10. Offerors shall include a completed copy of the provision at FAR 52.212-3, Offeror Representations and

Certifications -- Commercial Items (Feb 2021), Alternate I (Oct 2018), with their offer, or the offeror shall complete paragraph (b) of FAR 52.212-3, if the offeror has completed the annual representations and certifications electronically at https://www.sam.gov/SAM/

Vendors must be actively registered in the System for Award Management (SAM); the website is https://sam.gov/content/home. 11. If a BPA is awarded to your firm, it will be prepared in accordance with the provisions and clauses of the

Federal Acquisition Regulation and standard procedures contained therein will apply. Additionally, the attached BPA terms and conditions (attachment 3) will be incorporated into the resultant contract. 12. FAR clause at 52.222-42, Statement of Equivalent Rates for Federal Hires (MAY 2014) (29 U.S.C. and 41

U.S.C. chapter 67), applies to this acquisition. In compliance with the Service Contract Labor Standards statute and the regulations of the Secretary of Labor ( 29 CFR Part 4), this clause identifies the classes of service employees expected to be employed under the contract and states the wages and fringe benefits payable to each if they were employed by the contracting agency subject to the provisions of 5 U.S.C.5341 or 5 332.
