Description:
This is a combined synopsis/solicitation issued as a request for quotation (RFQ) for commercial products or commercial services prepared in accordance with the format in
FAR subpart 12.6, Streamlined Procedures for Evaluation and Solicitation for Commercial Items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation (paper copy) will not be issued.
Further, Offerors are responsible for monitoring this site for the release of amendments (if any) or other information pertaining to this solicitation.
Solicitation number FA6703-22-Q-0004 is being issued as a request for quotation (RFQ) using
Simplified Acquisition Procedures under FAR subpart 13.5, Simplified Procedures for Certain
Commercial Items.
This solicitation document and incorporated provisions and clauses for commercial items are those in effect through Federal Acquisition Circular (FAC) 2022-04, Electronic Code of Federal Regulation
(eCFR) https://gov.ecfr.io/cgi-bin/ECFRl and Air Force Federal Acquisition Circular (AFAC) 2021-
0726.
It is the Offeror’s responsibility to be familiar with applicable provisions and clauses. This procurement is being solicited as Full and Open Competition under NAICS code 562211 –
Hazardous Waste Treatment and Disposal.
Dobbins Air Reserve Base, Marietta, GA, has a requirement for quarterly servicing of vats/parts cleaners utilizing solvent that meets military specification MILPRF-680 Type 2. The contractor shall provide all required personnel, services, supervision, transportation, materials, equipment, and supplies to provide quarterly servicing for solvent vats/parts cleaners in Buildings Number 838 and Number https://gov.ecfr.io/ https://www.acq.osd.mil/dpap/dars/class_deviations.html.
904 utilizing solvent that meets military specification MILPRF-680 Type 2, in Engine, Aero, and Age
Shops in accordance with the attached Performance Work Statement dated 16 December 2021
(Attachment 1).
The Contractor shall maintain safety standards consistent with the requirements set forth by the
Occupational Safety and Health Administration (OSHA). The Contractor shall ensure that all employees are given proper training and all Personal Protective Equipment (PPE) necessary for the use of HAZMAT on Dobbins ARB.
Contract Type: Firm Fixed Price (FFP)
Period of Performance: The anticipated period of performance (PoP) shall consist of a Basic
Period of twelve (12) months plus four (4) Option years for a total of 60 months if all Options are exercised. The anticipated performance periods are as follows:
Basic Period: 23 May 2022 – 22 May 2023
Option Year 1: 23 May 2023 – 22 May 2024
Option Year 2: 23 May 2024 – 22 May 2025
Option Year 3: 23 May 2025 – 22 May 2026
Option Year 4: 23 May 2026 – 22 May 2027
Questions:
Any questions in reference to this RFQ must be submitted in writing to Kyle Glover at kyle.glover.4@us.af.mil and Cynthia Weaver at cynthia.weaver@us.af.mil no later than 2PM
(EDT), 27 April 2022 EDT. When addressing questions concerning any aspect of the RFQ state the page number, section, and paragraph that requires clarification. The Contracting Officer will provide clarification(s) through amendment(s) to the solicitation following receipt of any questions. Any questions received after 27 April 2022 EDT may or may not be answered.
The provision at 52.212-1, Instructions to Offerors – Commercial Items (, applies to this acquisition.
Addenda to the following paragraphs of 52.212-1 are:
(b) Submission of quotes: Quotes shall be submitted via email to the following to Kyle Glover at kyle.glover.4@us.af.mil and Cynthia Weaver at cynthia.weaver@us.af.mil no later than 2:00 PM, (EDT) 10 May 2022. The offeror shall include pricing for the basic year as well as the option years
IAW the PWS (Attachment 1). Offeror shall submit their firm fixed price quote using the attached
Pricing Schedule (Attachment 3).
Offerors are to include in their submission the following, at a minimum:
1. Company Information:
a. Company information (name, address, phone number)
b. CAGE code and DUNS number
c. Discount Terms (for payment prior to Net 30, if applicable)
d. Company Point of Contact and email address
e. Remittance Address, if different from the Offeror’s address
f. Acknowledgement of any amendments to this RFQ (if any)
2. Technical Capability: Not to Exceed (NTE) two (2) pages, Font size no less than 12 point.
Offerors shall submit a technical approach in sufficient detail that describes your capabilities, method, process and procedure to perform and meet the requirements of the PWS. To include a statement that the contractor possess a current Georgia Hazmat driver’s license.
The quote shall be clear, concise, and shall include sufficient detail for effective evaluation and for substantiating the validity of stated assertions. The quote should not simply rephrase or restate the
Government's requirements but, rather, shall provide convincing rationale to address how the Offeror intends to meet these requirements.
3. Price: Offerors shall submit a firm-fixed priced offer for the entire requirement; partial offers shall not be accepted. Offerors shall provide both the unit price and extended amount
(total price) for each period of performance (Attachment 3)
Email Format: The subject line of all emails that comprise the quotes shall be formatted as follows: Subject: FA670322Q0004/Company Name/Email X of X (insert number of the email and total number of emails).
(b)(8) Representations/Certifications. Utilizing the provision below (52.212-3 -- Offeror
Representations and Certifications – Commercial Items) Offerors shall complete the necessary fill-ins, representations and certifications as set forth in the solicitation (Attachment 4) and submit a copy with the quote.
(c) Period for acceptance of offers. The Offeror agrees to hold the prices in its offer firm for 60 calendar days from the date specified for receipt of offers.
System for Award Management. In order for an Offeror to be considered for award, the Offeror must be registered in System for Management Award (SAM). Visit the SAM website at https://www.sam.gov/SAM/ for further information.
Exceptions to Terms and Conditions: Offerors shall identify and explain any exception, deviation, or assumption to the solicitation terms and conditions and provide accompanying rationale. Offerors are cautioned that it is not the Government’s intent to incorporate the offeror’s quote in the resulting award.
52.212-2, Evaluation-Commercial Items:
(a) The Government intends to award one (1) firm fixed price contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered.
(b) The following factors shall be used to evaluate offers: Technical Capability and Price.
(c) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option (s).
(d) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

The Offeror shall complete only paragraph (b) of this provision if the Offeror has completed the annual representations and certifications electronically in SAM. If the Offeror has not completed the annual representations and certifications electronically, the Offeror shall complete only paragraphs (c) through
(v) of this provision. See Attachment 4.
