PERFORMANCE WORK
STATEMENT
FOR SERVICING OF
94TH MAINTENANCE SQUADRON
VATS/PARTS CLEANING SERVICE
DOBBINS ARB, GA
16 December 2021
1. DESCRIPTION OF SERVICES.
1.1. GENERAL: This is a non-personal services requirement. The Government shall not exercise any supervision or control over the contract service providers performing the services herein.
Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government. Supervisory functions such as hiring, firing, directing, and counseling of the contractor employees are not performed by the Government. The Contractor shall notify the CO immediately if any task requires action by the Contractor personnel that constitutes or are perceived to constitute personal services.
1.2. SCOPE: The contractor shall provide all required personnel, services, transportation, removal of full drums, materials, equipment, replacing drums with serviceable ones and supplies to provide quarterly servicing for solvent vats/parts cleaners in Buildings Number 838 and Number 904 on Dobbins Air Reserve Base (DARB), Georgia utilizing solvent that meets military specification MIL-PRF-680 Type 2, as follows:
a) Bldg. 838 Engine Shop - 190 gallon vat
Bldg. 838 Engine Shop - 40 gallon vat
Bldg. 838 Aero Repair Shop - 90 gallon vat
Bldg. 904 AG E Shop - 30 gallon vat
b) The contractor shall provide all required personnel, services, transportation, materials, equipment, and supplies to provide quarterly removal of material contained in the following:
Bldg. 838 Aero Repair Shop – 200 gallon Ultrasonic Parts Washer.
1.3. DELIVERABLES: The Contractor shall provide a current Safety Data Sheet for each product supplied to the government and shall provide an updated SDS IAW the Globally Harmonized System.
1.4. SPECIFIC SUPPORT SERVICES:
1.4.1 Task 1 – The Contractor shall maintain safety standards consistent with the requirements set forth by the Occupational Safety and Health Administration (OSHA).
The Contractor shall ensure that all personnel performing work are given proper training.
The Contractor shall provide all personnel with Personal Protective Equipment (PPE) necessary for the use of HAZMAT on Dobbins ARB.
1.4.2 Task 2 – A property written damage report shall be submitted to the Contracting Officer, within 72 hours for any accident, caused by Contractor employees, which resulted in damage to Government property.
1.4.3 The Contractor shall be responsible for the cleanup and disposal of all spilled materials, including all materials used to contain and absorb the spill. The Contractor shall have adequate spill response materials on hand. The Contractor shall ensure the use of protective measures such as absorbent pads when transferring solvent to and from the vats to keep the work areas free from drips and spills. Due to the proximity of the vat servicing operations to both aircraft and engines containing aviation fuel an explosion-proof pump is required.
1.4.4 The Government will periodically sample the used degreasing product within the vats. The purpose of the sampling will be to verify the waste solvent characteristics.
1.4.5 The Contractor shall only conduct business with the designated Government personnel listed as POC’s or representatives of the Contracting Office. Names of authorized personnel shall be provided in writing to the contractor by the Contracting Officer and will be updated as necessary throughout the contract period
1.4.6 LICENSE REQUIREMENTS Contractor employees, subcontractors, facilities, transporters, and all other agencies engaged by the contractor for the execution of service under this contract, shall be currently licensed, permitted and trained as needed or required to comply with applicable federal and state hazardous material transportation. These shall include, but not limited to, the requirements contained in 29, 40 and 49 CFR. The contractor or its sub-contractor shall possess a current Georgia license for the transport of hazardous material while within the
State of Georgia. The contractor that performs the work onsite shall possess a current Georgia
Hazmat driver license. Drivers without a current Georgia Hazmat driver license shall not be allowed on Dobbins ARB.
2. CONTRACTOR-FURNISHED PROPERTY AND SERVICES.
2.1. Vat Service. The contractor shall service only one vat at a time. If the vat contains a part; the company shall advise the POC and request the part be removed prior to servicing the vat. The company shall place mats down at the beginning of the servicing and removes the mats at the end of the servicing. The vat baskets, brackets, etc. will be allowed to drain on these mats while the vat is being serviced. Vats shall be serviced to the proper level. Company shall clean-up the area and return to the pre-servicing condition.
2.1.Solvent. The contaminated solvent shall be recycled to the maximum extent feasible in accordance with all applicable federal, state, and local laws, codes, ordinances, and statutes and implementing regulations including, but not limited to the requirement of the Resource
Conservation and Recovery Act as amended. For the purpose of this specification, "recycle to the maximum extent feasible" is defined as recycling this material for reuse as its original intended purpose as a cleaning solvent in an operation typical to its use at Dobbins Air
Reserve Base. Burning of this material for energy recovery is not the intent of this specification and will not be considered "recycled." Deep well injection, injection of any kind, and land application disposal methods are strictly prohibited from being used for any waste shipped from Dobbins.
2.2.Service Ticket. A copy of the service ticket, showing the number of gallons removed and the number of gallons added to each vat, must be provided to the Engine Shop, and LGC (for invoicing purposes).
2.3.Waste Manifest. Wastes shall be transported with appropriate shipping documentation. A non-hazardous waste manifest shall be used to document the shipment and receipt of these materials at the reclamation facility. Used solvent shall be listed as "non- regulated, non-
RCRA" material. Otherwise, the material shall have to be managed as hazardous waste and shall be transported by the contractor under a hazardous waste manifest as hazardous waste at no additional cost to the Government. Uniform Hazardous Waste Manifests (EPA Form
8700-22) and non-hazardous waste manifests are to be used in accordance with the US
Department of Transportation (DOT) and EPA requirements. The quantity of solvent removed from each vat shall be documented in gallons, as well as having the total quantity, on the manifest. All manifests shall be signed by the Base Environmental Coordinator, 94
MSG/CEV (Bldg. 510) prior to transporting any materials/wastes (used solvent) off base.
2.4.Recycling facilities shall be currently permitted or licensed by the state in which they reside for handling the waste streams they are to receive, in order to be acceptable to the government.
2.5.The contractor shall not use any recycling facility identified by the Defense Logistics
Agency, the Air Force, and/or the Dobbins legal office, as recommended to be avoided in order to limit liability of Dobbins ARB in future litigation.
3. GENERAL INFORMATION.
3.1.Period of Performance. The Period of Performance is Base Period of 12 months with four (4) 1-year Option Periods. Total period of performance is 60 months if all Options are exercised.
3.2.Place of Performance. The place of performance for this contract is Dobbins ARB, GA.
3.3.Hours of Operation. The contractor shall provide routine servicing between 9:00 a.m. – 3:00 p.m., Monday through Friday, unless, a different time is mutually agreed upon by the POC and the Contractor. The contractor shall contact the POC 48 hours in advance to schedule the servicing. The POC’s for this contract are as follows:

3.4.Federal Holidays. The contractor shall not perform routine maintenance and routine repair services on the following Federal holidays, or the actual day set aside for observation.

4.0 SECURITY REQUIREMENTS.
4.1. Contractor Consent to Background Checks. The contractor and, as applicable, subcontractor shall not employ persons for work on this contract if such employee is identified as a potential threat to the health, safety, security, general well-being or operational mission of the installation and its population, nor shall the contractor or subcontractor employ persons under this contract who have an outstanding criminal warrant as identified by Law Enforcement Agency Data
System (LEADS) through the National Contractors shall ensure their employees and those of their subcontracts have the proper credentials allowing them to work in the United States.
Persons later found to be undocumented or illegal aliens will be remanded to the proper authorities. The contractor shall not be entitled to any compensation for delays or expenses associated with complying with the provisions of this clause. Furthermore, nothing in this clause shall excuse the contractor from proceeding with the contract as required.
4.1.1 Contractors shall ensure their employees and those of their subcontracts have the proper credentials allowing them to work in the United States. Persons later found to be undocumented or illegal aliens will be remanded to the proper authorities. The contractor shall not be entitled to any compensation for delays or expenses associated with complying with the provisions of this clause. Furthermore, nothing in this clause shall excuse the contractor from proceeding with the contract as required.
4.2. Badges. The contractor is required to provide identification badges for their employees.
All contractor personnel shall wear these badges while on duty on the government site.
Badges are required to identify the individual, company name, and be clearly and distinctly marked as contractor. Size, color, style, etc. are to be mutually agreed to by contractor and government. The contractor’s identification badge will not be used as an entry requirement for installation entry or into any government designated controlled or restricted area.
4.3. Contractor Registration of Vehicles on Dobbins ARB. All contractor or contractor employees vehicles used for the performance of this contract shall comply with all local, state and federal regulations. Additionally any pass shall be surrendered to Security Forces upon demand to positively identify a persons need to be on Dobbins ARB.
5. DEFINITIONS/ACRONYMS.
CEV - Civil Engineering Environmental Flight
Contractor -The term as used in this contract refers to the prime contractor.
Contracting Officer -A person with authority to enter into, administer, or terminate contracts, and make related determinations and findings on behalf of the Government.
Note: The only individual who can legally bind the Government.

Servicing - Servicing of the solvent vats/parts cleaners include the removal of contaminated solvent and solids, cleaning the washing system, if a washer system exists, filling parts cleaner, and replacing filters, if filters are present. Contractor shall evacuate the used contaminated solvent from the vats designated in Paragraph 1.2 into containers suitable for transportation in accordance with the Resource Conservation and Recovery
Act (RCRA) and the United States Department of Transportation (DOT) regulations. The contractor shall remove all sludge and sediment during servicing. The contractor shall then fill the vat with fresh solvent. The contractor shall be capable of servicing the parts cleaners without entering the buildings with a truck. This may require the contractor pump solvent a maximum of 300 feet. A maximum of two (2) hours per container shall be allowed for servicing.
Subcontractor - One that enters into a subcontract and assumes some of the obligations of the primary contractor.
Vats/Parts Cleaners - Government-owned containers which hold solvents used to clean soiled parts from aircraft, equipment or tools. The parts cleaners’ are immersion type.
