Combined Synopsis/Request for Quote: FA5270-26-Q-B004 Tactical Snow and Ice Training – 5 Year IDIQ (The quote shall remain valid until 18 January 2026)
1. This is a Combined Synopsis/Solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. The solicitation FA5270-26-Q-B004 is being issued as a Request for Quotation (RFQ). This notice and the incorporated provisions and clauses are those in effect through the Federal Acquisition Regulations (FAR). All responsible sources may submit a quote.
This document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2025-06 – 10/01/2025; DPN 20251110; and DAFFAC 2024-10-16
2. Notice to Offeror(s)/Supplier(s): The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs.
3. The North American Industry Classification System (NAICS) code is 611430 (Professional and Management Development Training). This requirement will utilize full and open competition and will not provide for any socio-economic set asides. Small business size standards are not applicable to this acquisition.
4. Offerors must be registered in the System for Award Management (SAM) at https://www.sam.gov, in order to be considered for award. A current copy of a prospective awardee’s Reps and Certs will be validated using the SAM website prior to the issuance of an award.
5. For information regarding the service acceptor or point of acceptance, please refer to 252.232-7006 (incorporated by attachment).
6. The following commercial provisions and clauses are applicable to this acquisition: 52.212-1, 52.212-2, 52.212-3, 52.212-4, and 52.212-5.
7. Except for what’s listed within this Combined Synopsis/Solicitation, there are no other additional terms and conditions that the Contracting Officer has considered to be necessary for this acquisition and consistent with commercial practices.
8. This notice is a request for competitive quotations. Therefore, all quotations received prior to the RFQ close date will be considered.
9. 5 Year – Firm Fixed Price – Indefinite Delivery Indefinite Quantity Contract is being considered for award. Please fill out the table below for the pricing for the next five years. Current estimated ceiling for this contract is $350,000.

10. Please respond to this RFQ by emailing response to: 2d Lt Brandon Campbell E-mail: brandon.campbell.5@us.af.mil no later than 10:00am, Japan Standard Time (JST), 18 December 2026, Questions will be accepted until 10:00am, 15 December 2025, It is the vendor’s responsibility to monitor the SAM (https://sam.gov) system for amendments issued in reference to this requirement. Any potential amendments will be posted in the same fashion as the solicitation. All Contractors who provide goods/services to the DoD must be registered in the System for Award Management (SAM) Found at https://www.sam.gov/SAM/pages/public/index.jsf. Failure to comply with SAM registration will deem the Offeror ineligible for award. Please email 2d Lt Brandon Campbell with additional questions at the above noted email address.
