[5]

Services, the follow evaluation procedures will be used:

Award shall be made to a single quoter. The Government will award a contract resulting from this solicitation to the responsible quoter whose quote conforming to the solicitation will be most advantageous to the Government, price and other factors considered using a subjective comparative analysis in accordance with FAR 13.1. The following factors shall be used to evaluate quotes:

Price Past Performance

Options. The Government will evaluate quoters for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that a quote is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).

Past performance will be evaluated based on previous government information from the Supplier Performance Risk System and the client questionnaires. A government risk score of Red (lowest 5%) or Yellow (Next 10%) will be considered unacceptable. If no information is found or the questionnaires are not returned by the clients, it will be treated as neutral which is considered acceptable. See submission requirements above for questionnaire procedures.

Travel CLINS will be provided at the time of award and will not be evaluated. FAR 52.217-8 extension shall be evaluated upon receipt of quotes at the same unit price (per month) as the last option year over a 6-month period.
